TERMS OF REFERENCE FOR THE CONSULTANCY SERVICES OF COST ANALYSIS OF BANDEBEREHO SCALE UP PROJECT IMPLEMENTED BY RWANDA MEN’S RESSOURCE CENTER (RWAMREC) IN MUSANZE, BURERA AND GAKENKE  DISTRICTS OF RWANDA

1. Background information of Rwanda Men’s Resource Centre (RWAMREC)

Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization founded in 2006. Its goal is to challenge the masculinity norms of men and boys to positively support the promotion of gender equality in Rwanda and beyond. RWAMREC envisions ‘a peaceful society where women and men share roles/responsibilities in raising families and governing society through equality and respect. Its mission is to promote gender equality by transforming masculinities and femininities through awareness creation, advocacy, capacity development, movement building and service delivery. RWAMREC with financial support from Global Innovation fund (GIF) and Grant Challenge Canada (GCC) with technical support from Equimundo  is implementing the Bandebereho scale up Project  in Musanze, Burera and Gakenke Districts of Rwanda through the existing government structures of community health workers.

2. About the Bandebereho scale up Project

Since 2013, RWAMREC in collaboration with RBC/MCCH, MIGEPROF, NCDA with technical support from Equimundo has been implementing Bandebereho intervention in Rwanda from the pilot (2013-2016), the Transition Scale (TTS) (2029-2022) and the scale up phase (2023-2025) in Rwanda. Therefore, Bandebereho ("role model") intervention is a gender-transformative intervention that works with expectant couples or with young children under the age of five to promote male engagement in reproductive, maternal and newborn and child health, caregiving, violence prevention for healthier couple relationships in Rwanda.  The program uses fatherhood as an entry point to reach the couples who meet on a weekly basis in small groups of 12 couples for 17 weeks. These small groups are facilitated by the trained Community Health Workers (CHW’s) to foster the positive changes in gender couple’s relations, caregiving, violence prevention to improve women’s, children’s and men’s health.

3. Purpose of the cost analysis of Bandebereho scale up Project

 The cost analysis of Bandebereho will help RWAMREC to understand  the current and estimated cost  of the Bandebereho program implemented through the health system in the next phase of scaling. This cost analysis will help RWAMREC to understand  how the program  implementation will change over the next phase  of the scale up. For this purpose, RWAMREC is searching for a consultancy company or Individual consultant to conduct the Cost analysis of the Bandebereho scale up program implemented in Musanze, Burera and Gakenke Districts of Rwanda

4. Scope of cost analysis consultancy Work

A consultant(s) is sought to undertake the cost analysis to support the scale up of the Bandebereho program through the Rwandan health system. The cost analysis will seek to understand:

  1. the current costs of the program when implemented through the health system (e.g., per beneficiary, couple, household)
  2. the estimated costs of the program when implemented through the health system in the next phase of scaling. The latter will be based upon discussion with RWAMREC to understand how the implementation (and therefore costs) of the program are likely to change in the next phase of scaling, based on the lessons learnt in the current phase of scale-up. The cost analysis will be based on data collected over a one-to-two-year period.

The consultant(s) is also requested to assess the cost-effectiveness of the Bandebereho program when implemented at scale through the health system in the current phase of scaling and in future. This part of the analysis will seek to assess the cost-effectiveness considering the program’s long-term impact on multiple outcomes. For example, assessing cost-effectiveness on multiple individual outcomes (factoring in that these outcomes are sustained up to six years) and by calculating the program’s effectiveness through its impact on disability adjusted life years (DALY). 

5. Deliverables

  • Develop and provide the inception report (brief) outlining the process to be taken and required inputs from RWAMREC and Equimundo (re: costs, outcomes, assumptions) and proposed timeline
  • Provision of templates for providing costing and outcome data
  • Develop the interim Costing Report that will provide a preliminary assessment of current costs (based on existing data + assumptions) to inform ongoing programming decisions
  • Provide the Final Costing Report that includes:
    • Methodology undertaken and assumptions made
    • Actual cost of the intervention in the current stage of scaling (e.g., per beneficiary, couple, household) and its cost-effectiveness (considering two or more outcomes)
    • Estimated cost of the intervention in the next stage of scaling (e.g., cost per beneficiary, couple, household) and its cost-effectiveness (considering two or more outcomes)
    • Co-production of a journal article on the findings of the cost analysis

All data on costs and impact of the intervention to support the analysis will be provided by

RWAMREC and Equimundo.

6. Consultancy requirements:

The individual consultant (or consultancy firm) must be led by an individual with:

  1. A PhD in Economics
  2. Prior experience conducting costing and cost effectiveness analysis of development programs
  3. Ideally, prior experience costing programs that are gender-transformative and address violence against women or children
  4. Publication of articles in English in academic journals
  5. Added value: Past working experience with Equimundo and or RWAMREC on the cost analysis of a  gender-transformative  intervention that address violence against women or children 

7. APPLICATION
