TERMS OF REFERENCE (TOR) FOR CONSULTANTS DATABASE - Q-SOURCING RWANDA LIMITED

Background

Q-SOURCING RWANDA LIMITED is seeking to build a diverse database of experienced consultants to support various sectors including, but not limited to, Environmental Health and Safety (EHS), Digital Technology, Training, Quality Management, Research, Renewable Energy, Mining, Legal Advisory, Strategic Partnerships, and Construction. Our goal is to ensure that we have a pool of highly qualified and experienced professionals available for projects on a need-basis.

Objective

This TOR aims to outline the qualifications, responsibilities, and expectations for consultants interested in joining our database. Consultants in mid-level and senior-level positions are required to have extensive experience in their respective fields, enabling them to contribute meaningfully to client projects.

Scope of Work

Consultants will be expected to provide expertise in one or more of the following fields:

  • Environmental Health and Safety (EHS)
  • Digital and Technology Services(including IT consultancy, digital transformation, and related areas)
  • Training and Capacity Building(covering soft skills, technical skills, etc.)
  • Quality Management Systems
  • Research and Development
  • Renewable Energy
  • Mining sector.
  • Strategic Partnerships and Business Development
  • Construction and Infrastructuresector
  • Governance
  • Monitoring and evaluation
  • Human resource consultancy (orgnaisational reviews, salary benchmarking surveys)
  • Data analytics and Business Intelligence.
  • Environmental Management Systems
  • Any other Consultancy Services other than the above.

Depending on the consultant's field of expertise, responsibilities may include, but are not limited to:

  • Conducting assessments, audits, and evaluations
  • Providing advisory and technical support
  • Facilitating workshops, training sessions, and capacity-building programs
  • Drafting reports, policies, and strategic plans
  • Developing innovative solutions and implementation strategies
  • Ensuring compliance with local and international standards

Deliverables

Consultants are expected to deliver high-quality outputs, which may include:

  • Detailed reports and assessments
  • Strategic plans and recommendations
  • Training and workshop materials
  • Technical proposals and project plans
  • Legal advice and compliance strategies
  • Research findings and analytical reports

Deliverables will vary depending on the specific assignment and scope of work.

Qualifications

Mid-Level Consultants:

  • A minimum of 5 years of relevant professional experience in one of the target fields.
  • Proven track record in providing consultancy services.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and in teams.

Senior Consultants:

  • A minimum of 10 years of relevant professional experience in one of the target fields.
  • Demonstrated leadership in project management, advisory roles, or consultancy services.
  • Extensive experience in client management and stakeholder engagement.
  • Strong problem-solving skills and ability to offer innovative solutions.

Selection Criteria

Consultants will be selected based on:

  • Relevant experience in the field(s) of interest.
  • Demonstrated ability to deliver high-quality outputs.
  • Professional qualifications and certifications in relevant fields.
  • Ability to work under tight deadlines and deliver on client expectations.
  • Excellent references from previous clients or employers.

Duration and Contract Terms

Consultants will be engaged on a project-by-project basis, depending on the needs of the clients. Contracts will be issued per assignment, and consultants will be required to provide deliverables within specified timelines.

Confidentiality

All information shared during consultancy assignments must remain confidential. Consultants must adhere to Q-SOURCING RWANDA LIMITED’s data protection and confidentiality policies.

Compensation

Compensation will be determined on a project basis, depending on the scope of work, duration, and consultant’s experience level. Rates will be negotiated with individual consultants prior to the start of any assignment.
