  1. Introduction

DUHAMIC-ADRI is implementing a 3-year Scottish Government funded CJC Programme with the purpose to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond. 

The Programme is implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI, DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR).

  1. Context and needs of justification

During the first year of the Climate Justice and Community (CJC) program, extensive retrofitting was conducted on 63 houses for the most vulnerable households affected by climate change in Gisagara district. Regardless the successful completion of these retrofits, there is critical need of Supply and Install Rainwater Harvesting Tanks specifically in gisagara district for harvesting water from those 63 houses. As part of the Climate Just Community (CJC) program, and in line with the feasibility study conducted to assess the suitability of rainwater harvesting tanks, DUHAMIC-ADRI seeks to engage a construction company. The feasibility study has determined that out of 63 houses constructed in the first year in Gisagara District, 53 houses are suitable for 5 cubic meter tanks, while the remaining 10 houses will require 3 cubic meter tanks.

  1. Objective

The objective of this engagement is to hire a qualified construction company to supply and install rainwater harvesting tanks for 63 houses of Gisagara district according to the technical specifications outlined below.

  1. Scope of work

The construction company will be responsible for:

Supply and Installation:

  • 5 cubic meter tanks: Supply and install 53 tanks in the appropriate houses of Ndora, Kibirizi and Muganza Sectors in Gisagara district
  • 3 cubic meter tanks: Supply and install 10 tanks in the remaining appropriate houses of Ndora, Kibirizi and Muganza Sectors also in Gisagara district
  1. Adhere to the technical specifications as specified
  2. Prepare the sites for installation, including any necessary groundwork and ensuring proper alignment and placement of tanks.
  3. Test the installed tanks to ensure they are fully operational and meet the required quality standards.

Training and Handover:

  • Provide basic training to the local community or relevant personnel on the maintenance and use of the rainwater harvesting systems.
  • Handover all documentation, including installation reports and warranty information

  1. Deliverables:
  • Completion report: report indicating successful installation and operational status of all 63 tanks.
  • Document detailing the supply and installation process for each tank and any challenges encountered along the process.
  • Training Report: Report on the training provided to community members or personnel on the use of installed water tanks mechanisms.
  • Final report summarizing all conducted activities, including lessons learned and recommendations for future projects.
  1. Qualifications

The construction/supplier company must have:

  • Relevant experience in supplying and installing rainwater harvesting systems for climate resilience.
  • Proven track record of similar projects.
  • Qualified personnel with expertise in construction and installation of water systems
  • Strong communication and coordination skills to liaise with project stakeholders and community members.
  1. Procurement process

The following terms and conditions shall be observed during tendering process:

  1. This tender is public for companies, cooperatives and others specialized institutions operating in Rwanda;
  2. Quotation for supply and installation of all 63 rain water harvesting tanks shall include transportation to above mentioned sites
  3. The bidder must be able to complete supply and installation of rain water harvesting tanks within 15 calendar days starting from the date of contract signing (provide the commitment letter)
  4. Valid RGB Registration certificates
  5. Financial capability demonstrated by bank account history and/or valid credit line
  6. A valid tax Clearance issued by RRA
  7. Proof of using EBM
  8. Having conducted the same activity, demonstrated by at least 2 certificates of good completion

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Friday, September 20, 2024 at 11:00 AM

The public opening of bids is scheduled on the same day at 11:30 AM at the headquarters of DUHAMIC-ADRI.
