Invitation For Tender: Supply Of Small Livestock (Pigs, Goats, Sheep, And Chickens)
In line with the Rwanda Government’s efforts to eradicate malnutrition, especially stunting, World Relief Rwanda (WRR), through a partnership with UNICEF and the ministry of Local Administrative Entities Development Agency (LODA) is implementing a project called “Developing Human Capital in Rwanda: Harnessing the power of Integrated Programming for Nutrition and social protection” (DHCR).
WRR would like to invite competent and qualified bidders operating in Rwanda, in the sector of supplying and distributing improved small livestock. The overall objective of the program is to contribute to the eradication of chronic malnutrition (stunting among children under 2 years old) by promoting the consumption of animal-source food nutrients through small livestock husbandry and nutrition interventions in the districts of Burera, Rubavu, and Rutsiro.
In this regard, supported by UNICEF, WRR is planning to provide small livestock (Pigs, sheep, goats, and chickens) to project beneficiaries in the districts of Burera, Rubavu and Rutsiro with specifications below:

Technical Specification
Provision of female crossed large white pigs (at least 50%) with minimum of 8-10 months of age , (En age de gestation-Oreilles tombantes) and local female goat with minimum of 11 months of age, (En age de gestation), local female sheep with minimum of 11 months of age, (En age de gestation) and 3 months old chickens to be supplied in Burera, Rubavu and Rutsiro districts. All these small livestock should be received without phenotypes and/or anatomical defects. Each of the pigs, goats and sheep will be identified by a clearly visible ear-tag and these were treated with acaricides for external parasites, anti-stress and a broad spectrum anthelminthic against internal parasites prior to the delivery.

Terms of Reference and criteria of acceptability of animals
The bidder should clearly understand and respect the following:
• If a bid is won, not to change the prices presented in the bid during distribution. The prices should remain as they appear on the price quotation presented by bidder to World Relief Rwanda until all livestock are delivered.
• Provide a delivery note for all livestock delivered detailing the person(s) who received them, the status of livestock, date and time of delivery.
• Accept to be paid 50% of the agreed bid total after delivering half of the quantity of required small livestock as assigned, 40% upon total delivery of all assigned livestock in the lot and 10% after 21 days of total delivery.
• The prices offered have to include all taxes; meaning that all taxes are under responsibility of the bidder.
• Respect the item specification as stipulated in the technical specification above.
• Respect the time of delivery as mentioned in the tender notice.
• Livestock must be healthy until 14 days after the time of small livestock to beneficiary. If any livestock are found to be sick within 14 days of delivery, the supplier agrees to replace those animals as soon as possible.
• Transportation of small livestock to site of distribution in the various sectors is responsibility of bidder.
• The bidder offering the lowest price doesn’t automatically guarantee to win the bids, however this may increase at certain extent the chance to win the bid. The bid will be assessed based on both technical and financial specifications.

The bid shall comprise the following
• The bidder should provide a copy of Trading License issued by RDB related to this tender.
• VAT Certificate.
• Valid Tax Clearance Certificate (TCC).
• Prices are affordable and real as well as adapted to the local context.
• Provide three notified good completion certificates of supplying livestock to public institutions equal or more than the lot quantity applied for.
• Bidder should have Electronic Bill Machines (EBM).
• Small livestock should be local in the zone of distribution not outside of the climatic zone.
• The time for delivery should be specified, i.e. how soon the supplier can deliver the small livestock.
• The bidder should pay 50,000 RWF at WRR Bank Account number 408456386410382 opened in BPR and named World Relief Rwanda and provide proof of tender document as indicated in the tender Announcement.
• This tender is open for specialized bidders in the field of supplying small livestock for production.
• The bidder must provide the quotations (technical and Financial) and application letter which must be addressed to the Country Director of World Relief Rwanda.
• The financial quotations should include all charges and applicable taxes.
• Before the reception, the physical verification of supplied animals will be done by World Relief Rwanda staff in collaboration with Sector Veterinaries.
• The supplied small livestock that will die within the period of 14 days, the supplier will be requested to replace them.
• The supplied small livestock, which do not comply with the technical specifications and will not be accepted and received.
• The interested bidder has to present their offer separately for each lot as clearly mentioned in the tender announcement.
• The supplier is requested to present criminal certificates.
• Technical specifications that the bidder considers important to the award process as it is indicated in the biding documents.

The deadline for submission is January 25th , 2023 at 2:00 PM and the opening will take place the same day at 2:30 PM with the presence of candidates.
