JOB DETAILS:
The Role
The candidate will be responsible for supporting project teams in ensuring results measurement plans for their projects and managing the periodic collection of outcome, process and transformational impact data; ensuring that quality evidence is obtained to effectively inform learning, value for money analysis, communication and decision processes as well as ensures that the information gathered from AFR’s Research, MRM, and Learning activities is effectively analyzed, synthesized and curated so that key decision-makers and program stakeholders are able to utilize it effectively.
Reporting line: The position reports to the Head of Head of Monitoring, Results Measurement, Learning & Communication at AFR.

Scope of Responsibilities
The candidate will be responsible for the following key tasks:
• Ensure that evidence and knowledge are easily accessible by all internal and external stakeholders and are presented in a format that effectively supports the development of strategy, innovative interventions, influencing, and communications
• Develop and continually enhance AFR’s Learning Culture and data management strategy & systems
• Ensure full understanding of the project goals and scope so as to inform development of impactful projects that deliver adequate value for money with measurement plans that are fit for purpose.
• Support the monitoring and results measurement for communications and influencing efforts to ensure that they are having the required impact
• In collaboration with the Head of MRMLC, oversee the collation of evidence on project performance; contribute to the development of compelling communications to raise the organization’s profile and ensure DECD standards for reporting are met
• Lead the review, analysis and interpretation of learning resulting from M&E and research collected data; presenting information so that it can be understood by the general public
• Perform multi-level quantitative and qualitative data analytics and synthesis to support quality reporting and eventual decision making by AFR management, Pillar Heads and Board.
• Provide knowledge resources and technical advice to support the development of innovative strategies and interventions; help the programs team to improve Theories of Change (at whole organization as well as at project level) and develop insights on how to enhance achievement of desired results
• Support and build the capacity of team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, training, providing resources, tools, and equipment.
• Lead the development and implementation of a capacity building strategy that will strengthen AFR staff, partners, and stakeholders’ ability to effectively contribute towards knowledge management & learning activities
• Take responsibility for the development and submission of all required reports.
• Perform other related duties as might be assigned by the line manager.

Education and Qualifications
• Bachelor’s degree in finance, Economics, Development Studies, Statistics, Information Technology or another relevant field.
• Post graduate Certificate in Monitoring & Evaluation and Statistical Techniques (if subjects covered above do not integrate M&E course units).
• Relevant Industry Certification in Knowledge management and/or data analytics is an added advantage
• At least 5 years’ post graduation experience in supporting the design and management of learning and knowledge management strategies, preferably in the financial sector or development context
• Excellent knowledge and conceptual understanding of Adaptive Management and application to international development and financial market systems development
• Knowledge of research methods and techniques, with strong data analysis skills and good understanding of data management issues; demonstrable ability to conduct meta-analyses of large quantitative and qualitative data sets
• Previous experience in managing a knowledge hub and conducting learning sessions; including the application of Knowledge Management techniques in both managing and disseminating information
• Very good written and spoken English; fluency in Kinyarwanda and French are also desirable
• Expert use of MS Office (Advanced Excel) and Statistical Analysis and visualisation softwares e.g. Power BI, R-studio, STATA, SAS etc
• Considerable proven experience in conceptualization, analysing, synthesis and development of high-quality learning materials for practical uptake in programmes and/or policy.

General Competencies
• Fluency in English is required.
• High degree of professionalism, ethical sensitivity, and discretion.
• Works well in a start-up environment, with an evolving team and structure.
• Ability to work effectively in teams and with key public and private sector actors at all levels of seniority.
