1. Concept and justification

Oxfam Rwanda in partnership with three local partners (DUHAMIC ADRI, COCOF and DUTERIMBERE ONG is implementing a 4 years’ project starting from January, 2020. The project “sustainable livelihoods in horticulture value chains” funded by the European development to unlock the potential of Rwanda’s horticultural and coffee value chains, is being implemented in 4 districts of Rwanda: Nyagatare, Kamonyi, Rulindo and Nyamagabe.

The project aims to unlock the potential of Rwanda’s horticulture value chains, ensuring sustainable supply of safe and high-quality products to local, regional and international markets. The project objectives will be achieved by applying inclusive business approaches that combine private sector development with inclusive growth objectives. Furthermore, the project will reduce food losses and increase value chain efficiencies, improve food safety, promote inclusion of entrepreneurial small holders and use climate smart technologies.

2. Objectives of establishing horticulture exhibition center

As part of HVC project, in order to increase access and capacity to respond to demand/supply to local, regional and international markets, there is a need to support efficient use of existing infrastructures in horticulture supply chain. Kirenge is the best place where horticulture farmers may showcase their products as the most visited place in Rulindo district. The infrastructure to repair has been constructed by NAEB and given to the district for supporting the expert and market of Horticulture Products. It is expected to be improved in manner that allows Rulindo farmers to sell their produce to passengers travelling from or to Kigali and Northern and Western Provinces

It is in this context that DUHAMIC ADRI will have to establish the horticulture exhibition center Kirenge place

3. Eligibility criteria

Eligible bidders should fulfil the following requirements:

1. Bidders will participate in a mandatory field visit scheduled on Friday 3^rd November 2023 at 10h00 AM at Kirenge located in Rusiga sector/Rulindo Sector;
2. The motivated bidders will submit their financial offers to perform the duties detailed in point 4 and 5 of these terms of reference.
3. The technical offer shall contain the following documents:
4. Application letter addressed to the Executive Secretary;
5. Copy of company registration issued by RDB
6. Tax Clearance Certificate issued by RRA
7. A copy of an EBM invoice as a proof of using EBM
8. Proof of having completed the similar activities proven by 3 certificates of Good completion
9. Detailed action plan for implementation of the construction work

We kindly request you to provide us with a proposal for repairing the house for horticulture exhibition center at Kirenge to promote and boost the horticulture value chain in Rulindo District in accordance with the detailed terms of reference attached to this tender Notice for your reference and consideration.

The technical and financial proposal along with supporting documents in one sealed envelope shall be submitted to the DUHAMIC-ADRI head office located at Kicukiro District Niboye sector not later than Wednesday November 8, 2023 at 10:00AM and the opening will be on the same day 10:30 AM
