Tender Notice (TN) / Invitation for Bids (IFB)

1. The Rwanda Information Society Authority (RISA) (hereinafter called “Client”) funded by European Union (EU) towards the cost of Innovation Hub Project (IHP-RISA). The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued.
2. The Rwanda Information Society Authority (RISA) invites eligible bidders to submit bids for the tender of Provision of Communication and Visibility services of the Project (Lot 1: Re-advertised) as indicated in detail in the statement of Requirements.
3. Tender Documents in English may be obtained any time from eProcurement System for Rwanda (www.umucyo.gov.rw). For submission of their bids, all interested bidders must pay non-refundable fee of ten thousand Rwandan francs (10,000 Frw) to Account of Rwanda Revenue Authority (RRA) opened at any commercial bank.
4. All bids “shall” be accompanied by a “Bid Security” of amount specified in eProcurement system.
5. Enquiries regarding this tender may be addressed only through the eProcurement system (use the request for clarification button) in writing within three-sixths (3/6) of the deadline period for the submission of bids as of the date of tender publication.
6. All bids written in French or English language shall be submitted online using the eProcurement system for Rwanda (www.umucyo.gov.rw) and the details about date and hour of their submission and opening are specified in eProcurement system (www.umucyo.gov.rw). Note that the late bids will not be accepted by the system.
7. Bidding will be conducted in accordance with the Law N° 031/2022 of 21/11/2018 governing Public Procurement.
