About Rwanda Finance Limited:

Rwanda Finance Limited (RFL) is the agency responsible for promoting and developing the Kigali International Financial Centre (KIFC), with the aim to become the preferred international financial centre in Sub-Saharan Africa. RFL leads on policy reform initiatives and works with Rwanda’s financial ecosystem to make KIFC an attractive destination for fund domiciliation and asset consolidation, becoming a gateway into Africa for investors. RFL actively attracts investors to domicile under KIFC, supports their entry into Rwanda and offers a vibrant network through the KIFC Club to help its members achieve its ambitious growth targets.

Background:

RFL is seeking a dynamic and experienced individual to join our team as a Full-Time International Fund Expert. The successful candidate will play a pivotal role in supporting RFL's efforts to attract investors and build a funds ecosystem in Rwanda. This position offers an exciting opportunity to contribute to the growth and development of Rwanda's financial sector while working in a dynamic and collaborative environment.

The position will have a fixed-term contract with annual performance reviews.

Key Duties and Responsibilities:

  • Attract private equity, venture capital, private debt, and other alternative funds to domicile under KIFC and for limited partners to identify KIFC as a preferred jurisdiction their funds.
  • Identify target investor segments and tailor marketing and outreach efforts to effectively engage with them.
  • Represent RFL at conferences and forums related to funds and promote KIFC as the preferred jurisdiction for fund domiciliation across Sub-Saharan Africa.
  • Provide expert advice and support to fund managers and sponsors throughout the fund formation process.
  • Serve as a primary point of contact for investors interested in domiciling funds in KIFC.
  • Build and maintain a network of fund managers, limited partners and international service providers that support funds, closely involving RFL staff in the relationship building and ensuring relationships can be smoothly handed over at all times.
  • Provide hands-on training to RFL staff in attracting alternative funds to domicile in Rwanda, manage the fund network and provide first-class aftercare service.
  • Provide hands-on support to RFL staff, professional service providers and government regulators to ensure a smooth investor journey and set-up under KIFC, to adopt best practices and improve processes to onboard, register, license and supervise alternative fund structures.
  • Effectively disseminate information on reforms within the KIFC ecosystem in an easy-to-understand way.
  • Identify, coordinate, and potentially lead priority reforms to position KIFC as the preferred jurisdiction for fund domiciliation across Sub-Saharan Africa in close cooperation with RFL, the KIFC ecosystem, including investors, professional service providers and the Capital Markets Authority.
  • Mentor and train RFL staff and ecosystem actors to create first class talent for fund management and fund support services.
  • Coordinate internally and externally to break down silos and contribute to the bigger picture of making KIFC the preferred international financial centre across Sub-Saharan Africa.

Reporting line: The position reports to the Chief Investment Officer of Rwanda Finance Limited and will assist at management meetings and/or board meetings at the request of the CEO.

Required Qualifications and Experience:

  • At least 10 years of hands-on international experience working with investment promotion agencies or governments to attract funds, or advise funds in identification, domiciliation, and structuring
  • At least 10 years of international experience working as a senior executive of a fund or advising a fund
  • Proven track record and knowledge of emerging market fund and management of fund in developing countries including Africa.
  • Experience in or supporting investors in at least 3 different jurisdictions.
  • Strong understanding of global investment trends, fund structures, and regulatory frameworks.
  • Network across other international financial centres, fund managers and limited partners.
  • Proven ability to build trusted relationships, build large networks and influence policy decisions.
  • Experience in management, mentoring and capacity building.
  • Team player with a can-do attitude, focused on delivering results.
  • Ability to work in a multi-cultural environment and adopt working approaches accordingly.
  • Ability to listen and understand local contexts and needs.
  • Fluent in English. Working knowledge of French is plus, but not a requirement.

Academic:

  • Master’s degree in Business Administration, Finance, Accounting, Law, Economics, or a related field.
  • Relevant professional certifications/qualifications in investment or investment management like CFA
