Development, Recording and Delivery of a 2–3 Minute Radio Sketch/Jingle on Clean Cooking Solutions Tender at Energy Private Developers

1. Background

The Project Sustainable Forestry and Efficient Renewable Energy for Improved Livelihoods (SFERE) under Result 2 promotes clean cooking solutions in Rwanda through Improved Cookstoves (ICS) and sustainable biomass fuels.

As part of the piloting phase, LuxDev’s implementing partner intends to conduct public awareness campaigns in selected areas of Rubavu and Rutsiro Districts. One of the communication strategies selected is the use of short radio sketches / jingles (2–3 minutes) to influence behaviour change, promote uptake of Improved Cookstoves, and address key misconceptions.

2. Objective of the Assignment

To produce a short creative radio sketch/jingle (2–3 minutes) that communicates the value proposition of clean cooking solutions in a simple, engaging, culturally relatable manner — ready for broadcasting on Rubavu and Rutsiro FM radios and Rubavu Car Park Radio.

3. Scope of Work

The service provider shall:

  • Develop a culturally appropriate storyline/script of 2–3 minutes
  • Integrate core behavioural communication pillars (the 5 A’s): Availability, Accessibility,

Affordability, Acceptability, and Quality

  • Record and produce the sketch/jingle in high broadcast-quality audio
  • Use appropriate language(s) relevant to local context ( Kinyarwanda)
  • Provide a final mixed and mastered audio file ready for radio broadcast
  • Ensure messaging aligns with clean cooking technology solutions promoted under SFERE

4. Target Audience

The radio sketch/jingle shall primarily target:

  • Rural households in Rwanda — with Rubavu and Rutsiro districts as the initial entry points for the pilot broadcast;
  • With emphasis on primary household cooks, women decision-makers, and household members influencing cooking solutions.
  • Charcoal Makers shifting to the Pellets and briquettes production and their retails.

5. Key Behavioural Message Themes

The jingle shall communicate clean cooking solutions in a simple, benefit–based language, specifically highlighting:

  • Saving benefits & economic viability — less fuel consumption, long–term household financial savings
  • Health improvement — reduction of smoke-related eye irritation, lung illness, and respiratory burdens
  • Household hygiene — cleaner kitchens, less soot, less dirty pots, better living environment
  • Climate change adaptation & mitigation — reduced deforestation pressure, sustainable use of biomass fuels, contribution to protecting Rwanda’s natural resources

These messages shall be aligned with the 5A principles: Available, Accessible, Affordable, Acceptable, and Quality oriented.

6. Call to Action

The sketch/jingle must include a simple, memorable call-to-action encouraging the audience to seek information or acquire improved cookstoves and sustainable clean cooking fuels through recognized / certified distribution channels available in their community.

7. Expected Deliverables

  1. Script draft (Kinyarwanda; Word)
  2. Final approved script (Kinyarwanda; Word)
  3. Radio sketch/jingle – 2–3 minute audio product (Kinyarwanda; MP3 or WAV broadcast quality)
  4. Rights release letter – proof of content ownership and usage rights

8. Duration

The assignment is expected to be completed within 10 calendar days from contract signature.

9. Qualifications & Requirements

    1. Registered creative agency or media production company
    2. Demonstrated experience in audio production for broadcast
    3. Experience in behaviour change communication preferred
    4. Ability to produce high–quality radio content targeting rural communities

10. Submission Requirements

Interested service providers must submit:

  • Company profile & registration documents
  • Portfolio/sample of previous similar audio work
  • Technical proposal (approach, storyline concept, methodology)
  • Financial proposal (cost breakdown)

11. Payment Modality

Payment will be made upon acceptance of deliverables according to contract terms (deliverable-based lump sum).

12. Supervision & Reporting

The service provider will work under the supervision of the Implementing Partner team and provide deliverables for review and approval.
