Terms of Reference Creation of an Impact Video for RCSP project

Background

The Rwanda Civil Society Platform (RCSP) is composed of 14 national umbrella Civil Society Organizations (CSOs) with many more constituencies in the network. RCSP serves to enhance capacities of CSOs to contribute to the people’s well-being by acting as a platform for dialogue, context analysis, and exchange of information, mutual respect, lobbying, and evidence-based advocacy. Its vision of to become an effective platform for safeguarding public interest and sustainable development.

In Rwanda, non-state actors, particularly civil society organizations (CSOs), play a crucial role in fostering inclusive governance and improving democratic processes. However, despite their potential, challenges in influencing policy and mobilizing citizens for active participation in governance. Recognizing these challenges, the Rwanda Civil Society Platform (RCSP), in partnership with UNDP, implemented the project "Enhancing the Participation and Engagement of Non-State Actors for Responsive Governance in Rwanda." The initiative aims to strengthen the capacities of non-state actors, creating an enabling environment for effective dialogue between CSOs, government, and key stakeholders. Hence, contributing to improved civic engagement and enhancing the responsiveness of governance systems in Rwanda.

The project focused on capacity strengthening of youth on civic engagement and participation and accompanied youth to generate and implement their project ideas in the communities through Quick Impact Projects (QIPs) as a model of their role in decision-making and community development.

Objective

The objective of this work is to create a video that clearly, comprehensively and innovatively showcases the work of RCSP, CSOs and youth from 8 project target district and related results/impact in line with civic engagement in local communities and their active participation in decision making processes.

The video content is expected to align with the project's focus on strengthening youth capacity in civic engagement and participation. It should emphasize the youth's vital role in decision-making, community development, and holding the government accountable.

Specifically, the video should:

  • Showcase the impact and the collective contributions of RCSP, CSOs and youth members and their Quick Impact Projects toward achieving Sustainable Development Goals (SDGs), underlining shared objectives and common areas of interest.
  • Increase awareness and understanding of RCSP’s mission by demonstrating the tangible impact of the youth-led initiatives and the collaboration between civil society organizations (CSOs) and the government.

Video content, title and methodology

The objective is to create a video with the title (subject to adaptation): “Fostering Youth Civic Engagement: Creating Agents for sustainable development”

Methodology:

  • Use voices and visuals to illustrate the depth and breadth of the impact of the collective work of RCSP, CSOs, local authorities and youth from 8 districts in Rwanda.
  • Use program participants that are compelling and powerful to bring to life the impact project in a real and relatable way.
  • Use existing archives (photos, data, etc) from RCSP to showcase project results through the stories participants.
  • The archives must ensure stories/data from beneficiaries about participation in the decision making processes.
  • In situations where field data is needed, the consultant will arrange to compile video footage at specified field sites. These will include interviews of key persons (Local leaders, CSO focal points, youth representatives and some beneficiaries of selected interventions) to showcase impact.
  • Use visuals that show collaboration and collective work.
  • The videographer will make use of animation to tell the story in a timeless way, rather than featuring a specific person and/or organization.
  • Ensure that the video highlights success stories around the results of interventions

Concept development and production:

  • The video should meet the technical standards set by RCSP.
  • The RCSP team will be responsible for the overall coordination of the video production from start to finish.
  • The production of the video brief might be subject to change and the consultant should be open to changes or additions.

  • Light: Indoor/Outdoor mobile lights.

  • Editing: Adobe Premier
  • Animation: Adobe After Effect
  • Format: MP4

  • details as determined by RCSP

Archive files:

  • PEG

Participants in the project:

  • RCSP, UNDP, CSOs, government authorities, Youth representatives and youth/program participants
  • Sign off will be RSCP Senior Management

Target Audience

Primary Audience:

  • District officials
  • Representatives of RCSP, UNDP, CSOs
  • Youth representatives and youth/program participants

Secondary Audience

  • Government/local authorities

Production deliverables

  • Potential producers will be briefed and then asked to pitch their ideas based on objectives provided by RCSP.
  • Producer and selected members will create a concept script for the video.
  • Producer to compile data, pictures, and other materials for the video production as provided by RCSP.
  • Pre‐production with RCSP focal point to agree shooting locations, crew, sources
  • Shooting video treatments and shooting scripts
  • Editing video;
  • Overseeing pre‐production, production and post-‐production of the video;
  • Offline editing and presentation to RCSP and UNDP
  • Delivery of the videos
  • With regard to branding, only RCSP and UNDP will be included.

Timeline estimation

  • Estimated time for the whole project is 15 days.
  • Producer should create a production timeline to be approved by RSCP that fits within this timeframe.
