TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANCY SERVICES IN THE FIELD OF SGBV PREVENTION AND RESPONSE
 

  1. General Information

  1. Background 

Rwanda Civil Society Platform (RCSP) is to represent our members in the processes of facilitating citizen's participation in sustainable development efforts through constructive dialogue, debate and advocacy at the national and international levels. 

Globally, UNESCO (2015) considers Comprehensive Sexuality Education (CSE) to improve sexual and reproductive health, resulting in the reduction of sexually transmitted infections (STIs), HIV, and unintended pregnancy. It is believed to not only promote gender equality and equitable social norms, but also to have a positive impact on safer sexual behaviors, delaying sexual debut and increasing condom use (UNESCO 2018).   

By incorporating the Comprehensive Sexuality Education (CSE) in the Competence-Based Curriculum (CBC), The Ministry of Education aimed at equipping learners/students with knowledge, skills and values in an age appropriate and culturally gender sensitive manner so as to enable them to make responsible choices about their sexual and social relationships, explain and clarify feelings, values and attitudes, and promote and sustain risk reducing behavior (REB, 2015). Since 2016, CSE has been implemented in all public and private primary and secondary schools in Rwanda. Moreover, the Rwanda Family Planning and Adolescent Sexual Reproductive Health Strategic Plan 2018-2024, and Rwanda Reproductive Maternal Newborn Child and Adolescent Health (RMNCAH) Policy acknowledge the rights of adolescents and young people to access SRHR services. 

However, Adolescents and young people in Rwanda continue to face challenges in accessing sexual and reproductive health (SRH) services, therefore their rights being not fully respected. These challenges are attributed to a variety of factors including but not limited to social norms, beliefs, stigma, discrimination as well as some loopholes in the implementation of some policies. With the funding from CARE International-Rwanda, Rwanda Civil Society Platform (RCSP) would like to recruit an experienced consultant to support its advocacy work. Furthermore, teen pregnancy and challenges faced with adolescent girls in and out of schools prevail in our country. 

  1. Objectives of the consultancy 

The purpose of this consultancy is to support the advocacy work of RCSP. The following are specific objectives:

  • To produce an evidence-based policy brief on SRHR, teen pregnancy and challenges faced by girls in and out of school;
  • To provide required support before and during relevant advocacy events and prepare necessary tools ahead of the 16 days of activism against SGBV.
  1. Methodology 

The consultant will be expected to use both qualitative and quantitative research methods to collect and compile data with more focus on literature review of existing literature related to the themes of the assignment vis a vis to the reality at the ground. 

  1. Expected Deliverables 

The consultant will be expected to deliver the following outputs:  

  • A concise policy brief on SRH, teen pregnancy and issues encountered with girls in/out of school. This advocacy/Influence brief should highlight key findings and recommendations addressed to policy makers and relevant stakeholders.
  • A presentation of the findings destined to stakeholders and interested parties,
  • A report of the advocacy event that contain the resolutions among other things,
  • Community hearing sessions that will portray the status of gender through community lens,
  • Formulated awareness-raising short messages to be posted in social media during the 16 days of activism against SGBV,
  • Pieces of documents and other support services that might be required.  
  1. Duration and Timeline 

The consultancy is expected to be 30 days in total, some deliverables expected in June and others from August to December 2023.    

  1. Qualifications 

The consultant should have the following qualifications: 

  • At least 5 years of experience in conducting research related to SRH issues
  • Experience in public policy analysis and advocacy work
  • Advanced degree in a relevant field, social sciences, public health, or development studies.
  • Demonstrated experience in using both quantitative and qualitative research methods.
  • Strong analytical and report-writing skills.
  • Knowledge and understanding of the context of SRH services for adolescents and young people in Rwanda.
  • Fluency in English and Kinyarwanda.
  • Effective communication and strong interpersonal abilities.
