II. Organizational Context and Scope |
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the overall supervision of the IOM Rwanda-National program officer, the consultant will work in collaboration with the Key relevant institutions which includes, Rwanda development Board (RDB), Ministry of Public Service and Labour (MIFOTRA), Directorate General Immigration & Emigration (DGIE), Ministry of Foreign Affairs & International Cooperation (MINAFFET), National Institute of Statistics of Rwanda (NISR) and International Organisation for Migration (IOM) to establish an Institutional Framework for operationalizing a labour market testing approach, set criteria that will facilitate employers to recruit, manage foreign workers and come with skills transfer mechanism to the national counterpart. |

The selected consultant will be in charge to Develop a Gender Sensitive Labour Market Testing Framework: In particular-

Outputs How the work must be delivered All outputs related to this assignment must be reviewed and approved by IOM and RDB before they are shared with other stakeholders. The consultant will be required to deliver the following:
Performance indicators for evaluation of results Regular meetings and reports with RDB and IOM contact persons for this project. The consultant(s) will also be expected to work closely with the team within DGIE and MIFOTRA. Key deliverables;
