Project Outcomes             

To build an active networked civil society in rural and urban areas in 2 districts, that supports young people to realise their sexual and reproductive health rights (SRHR), including access to quality services and to influence behaviour change in communities to combat SGBV.

Target Groups

TG 1: Young People (including 800 adolescent girls and 400 boys) aged 10- 18 who are members of 30 SRHR clubs at schools in 2 target districts: Gasabo and Karongi

TG2: 600 out of school young people aged 18 – 24 (400 girls, 200 boys in 20 groups)

TG 3: 120 Peer educators

TG 4: 10 CSOs working with young people/ or youth led, including 2 district level young people’s network.

TG 5: Health service providers including health centers and Isange one stop centers and other government services that address health and SGBV including law enforcement reached through advocacy work.

Final Beneficiaries

Approx. 7,200 community members including parents, guardians, local leaders will be beneficiaries of district level public

2. Background

ActionAid Rwanda (AAR) is an affiliate member of ActionAid federation, anti-poverty agency supporting poor people and communities to come out of poverty. ActionAid Rwanda works to eradicate poverty with focus on tackling the root causes of poverty rather than just meeting people’s immediate needs. We reach out to the poorest and most vulnerable people in Rwanda to help them realise their rights to services such as food, shelter, work, education, and healthcare; and to give them a voice in the decisions that affect their lives.  We promote Women’s economic alternatives through reduction of women’s Unpaid Care Work to break the cycle of poverty and Violence Against Women and Girls while at the same time increasing capacity to engage in productive activities and ensure access to social protection schemes.  In addition, women are mobilized into cooperatives and social enterprises to both build strengthened community networks and to create alternative means of income. 

Through different programmes, ActionAid Rwanda addresses the structural causes of Violence Against Women and Girls (VAWG) through working with women’s movements, groups, and organizations to ensure equality for all with a special focus on women. We increased awareness for economic justice to end exploitive practices. This means increasing our advocacy strategies to hold more effectively corporate and government accountable for increased opportunities for women to engage more in productive work, conducive working conditions and freedom from violence and harassment. By increasing women’s access and control over productive resources while ensuring protection of rights we will create the necessary preconditions to challenge the patriarchal structures that have historically kept women marginalized.

3. Justification

ActionAid Rwanda (AAR) in partnership with Faith Victory Association (FVA) prepare to implement a 2-year project “Empowering young people to prevent and fight SGBV in Rwanda” in rural and urban areas in 2 districts of Rwanda: Karongi (Rugabano and Gitesi sectors) and Gasabo (Rusororo and Kinyinya Sectors). The project aims to empower CSOs and young people to promote and protect their sexual and reproductive health rights, combat teenage pregnancies, and support the fight against sexual and gender-based violence in Rwanda. To achieve this goal, AAR and FVA seeks to build an active networked civil society in rural and urban areas in 2 districts, that supports young people to realise their sexual and reproductive health rights (SRHR), including access to quality services and to influence behaviour change in communities to combat SGBV.  The end line survey will provide information on the impact of the project  and will require collection of accurate data on the status of all project indicators (output and outcome and impact) .

4. The objectives of the end line are the following:

  • Assess the extent to which the project has empower CSOs and young people to promote and protect their sexual and reproductive health rights, combat teenage pregnancies, and support the fight against sexual and gender-based violence (SGBV) in Rwanda.
  • Assess the effectiveness of networked civil society built by the project in rural and urban areas in 2 districts, that supports young people to realize their sexual and reproductive health rights (SRHR) including access to quality services and to influence behavior change in communities to combat SGBV
  • Asses the changes in knowledge, attitudes, and behaviors of young people aged 10-24 regarding sexual and reproductive health and SGBV.
  • Determine the level of awareness and engagement among parents, local leaders, and service providers in supporting youth empowerment in these areas.
  • Evaluate the overall impact and effectiveness of the project's interventions.
  • Identify gaps and areas for improvement to inform future programming.

6. Expected outcomes.

The findings of the end line survey will highlight the project’s performance towards its set objectives: the positive outcome and impact of the project. The findings will also identify areas where the project fell short or encountered challenges. This will also include both the intended outcomes that were not achieved and unexpected obstacles faced during the implementation of the project. The end line will also document 2 success stories (One in Gasabo, another one in Karongi district) and extract key lessons learnt from the evaluation results. 

7. Methodology

The end line survey will be conducted in 2 districts of Rwanda: Karongi (Rugabano and Gitesi sectors) and Gasabo (Rusororo and Kinyinya Sectors). The consultant will design and produce data collection tools and conduct a field visit in the project area. The consultant is advised to use both quantitative and qualitative data to gain a comprehensive understanding of the project’s impact. Hence,  methods of data collection may include key informant interviews, focus group discussions, and meetings with local community organizations, schools, teachers, local leaders, parents and CSOs operating in the project area. ActionAid Rwanda believes in diversity and inclusion. Sampling approach must be inclusive, and the survey should apply participatory methods and include extensive and meaningful consultation with young people, boys and girls, women and men, teachers, and other key project stakeholders.  

8. Supervision

The consultancy will be supervised by ActionAid’s Programme Policy and Business Development Lead with the support of project coordinator. The selected candidate/ institution will also work in close collaboration with Faith and victory association.

9. Budget:

The budget for this consultancy assignment will cover consultant fees, travel expenses (if applicable), data collection costs, and other relevant expenditures. The budget will be finalized in consultation with Programme Policy and Business Development Lead.

10. Confidentiality:

All information and data collected during the consultancy assignment will be treated with strict confidentiality.

11. Evaluation:

The success of this consultancy assignment will be evaluated based on the based-on qualification and the expertise of the consultant in political economy analysis, gender equality, policy influence, and related experience in analysing policies that address unpaid care work.

12. Time frame

The End line survey is expected to be completed within a maximum period of twenty-seven (27) days effective from the signing of the contractual agreement.

13. Minimum Qualifications Required

The Consultant engaged to undertake the assignment must fulfil the following minimum requirements:

  • Copy of CV of the consultant who will undertake the assignment not more than 6 pages.
  • Technical proposal in line with the terms and conditions of this ToR not more than 2 pages
  • Financial proposal detailing consultant(s) itemized fees, transport cost, hotel and meals, data collection and administrative costs tax inclusive.
  • At least submit 2 track records of successful completion of similar assignments.
  • RDB registration certificate
  • Valid RRA Tax clearance certificate 

14. Desirable

  • Proven expertise and experience in conducting field research and similar studies (the list of performed field research is required)
  • Proven expertise and experience in conducting in-depth interviews and focus group discussions.
  • Proven skills and demonstrated expertise in research, data analysis, and in undertaking participatory End line survey and sensitiveness on gender and social inclusion preferably in SRHR and GBV;
  • Excellent writing and analytical skills.
  • Excellent interpersonal skills, and ability to promote collaboration and consensus building.
