Brief information on the project
The Civil Peace Service (CPS) of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has been active in Rwanda since 2001. It supports local civil society organizations in their efforts to contribute to positive peace and nonviolent conflict transformation in Rwanda and the Great Lakes Region through capacity development, placement of local and international experts in partner organisations, and funding of activities related to social cohesion, resilience of youth, psychosocial wellbeing, and development of organisational capacities.
In 2014, the CPS introduced a Refugee Component and extended its interventions to Kigeme, Mugombwa and Mahama refugee camps and their respective host communities in Rwanda. In 2022 the CPS Refugee Component became an independent programme-GIZ/CPS SIGA. GIZ/CPS SIGA and the Partner Organizations (POs) contribute to the following outcome: young refugees and youth from the host community overcome their negative stereotypes and start a constructive dialogue which fosters a culture of mutual support and mutual empathy and reduces violent disputes.
From 2015, in the process of achieving this outcome, GIZ/CPS SIGA and the PO implemented different activities under the following process indicator: Key Persons acquire the necessary skills in conflict resolution & mediation to serve as trainers for members from both communities who are able to support in solving conflicts in the communities in a non-violent way.
Through different activities, the project has been involved in different activities in and outside Kigeme, Mugombwa, and Mahama refugee camps to support both the refugee and host communities to have the capacities to resolve conflicts by applying nonviolent ways. These have been conducted through capacity development sessions such as training, workshop, study visit, exchanges, etc.
Challenge
Almost 9 years now, during our interventions in and outside Kigeme, later in Mugombwa, and Mahama camps , the project has established several local and community-based peace education mechanisms to facilitate the peaceful coexistence between refugees and host communities whereby refugees and Rwandans have the platform to resolve conflict raised in and/ or outside camps, space for exchanges and many more. These mechanisms have brought significant positive changes in those communities when it comes to peace education and given that our strategic interventions were successful to be sustained, however, we have observed that there is a need to maintain all of these mechanism and initiatives through developing the capacity of key persons (both refugee and Rwandans), beneficiaries of our project to enhance their skills from basic to advanced level to increase ownership and sustainability of the achieved results and even more.
It is in this regards that from 2019, one of GIZ/CPS Refugee Program key strategies is to develop the capacity of the key persons to qualify and professionalize them in matters related to peacebuilding so that they continue supporting their communities even after GIZ/CPS SIGA Program has withdrawn. In this context, we are currently supporting 24 key persons( both Refugee and Rwandans), They are currently pursuing an advanced training in Peacebuilding and Development at PIASS (Protestant Institute of Arts and Social Sciences) in Huye district.
Context
Apart from the advanced training at PIASS, these 24 youth from Kigeme, Mugombwa and Mahama camps and respective host communities are expected to receive additional English course to sharpen their skills in this teaching and working language in Rwanda. They need to have a separate English course arises because most of the students are refugees coming from countries where they use French in education, and it has been very difficult for them to adapt to the use of English language.
Since PIASS doesn’t provide separate English courses , this course will be provided by an educational institute which such an expertise.
The primary objective of this additional English course to these selected refugees and members of host communities is for them to be able to get the best possible benefit out of the program taught at PIASS, as this language is the only teaching language at PIASS. In addition to this, they will be able to get useful skills in this language as a cornerstone in putting into practice what they studied and the realities at the job market.
GIZ shall hire the contractor for the anticipated contract term, from November.2023 to May 2024.

The Contractor should submit a technical concept in the form of a training plan (max. five pages). The training plan should cover the following learning objectives, which will be evaluated in the assessment grid:

Fixed lump sum price – contract for work
Since the contract to be concluded is a contract for work, We request that you provide us with a fixed lump sum price for your services that includes all the relevant costs (Venue, training tools etc.). The assessment of the financial bid is based on the lump sum price tendered, which must be realistic for the services to be rendered.
Requirements on the format of the tender
The CV submitted for expert can have a maximum of four pages. The concept (if required) should not exceed five pages. If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.
