Job Summary

The Data Manager under CDC Cooperative Agreement (COAG) is responsible for the oversight, management, and quality assurance of health data systems and reporting processes for CDC-supported programs within a Level Two Teaching Hospital. The role requires technical expertise in data systems, strong leadership in M&E practices, and the ability to liaise with multiple stakeholders to ensure compliance with CDC, PEPFAR, and national data standards.

Key Responsibilities

1. Oversight of Data Systems and Health Information Platforms

  • Manage the implementation and integration of EMR, LIS, Pharmacy Management Systems, and DHIS2.
  • Ensure system interoperability, smooth functionality, user support, and regular updates for CDC-funded programs.

2. Data Quality Assurance (DQA) and Validation

  • Lead and document routine DQAs and support the development of Data Quality Improvement Plans (DQIPs).
  • Clean and validate HIV/TB datasets (e.g., TX_CURR, TX_NEW, HTS_TST, TX_PVLS).
  • Supervise facility staff on correct data entry, data flow, and reporting consistency.

3. Supervision and Mentorship

  • Supervise M&E staff including HMIS officers, data clerks, and department-level reporting staff.
  • Train health workers and M&E personnel on indicator definitions, EMR/DHIS2 use, and CDC reporting tools.
  • Conduct regular on-site mentorship and coaching visits to strengthen reporting practices.

4. PEPFAR/CDC Reporting and Indicator Management

  • Ensure timely and accurate reporting of PEPFAR Monitoring, Evaluation, and Reporting (MER) indicators using DATIM or implementing partner platforms.
  • Align all submissions with donor deadlines and formats.
  • Prepare for and support SIMS assessments and CDC data validation reviews.

5. Data Analysis and Use for Program Management

  • Generate insights from HIV program data to inform program improvements.
  • Produce dashboards, performance scorecards, and reports on HIV cascade (testing, treatment, retention, suppression).
  • Present analyses to quality improvement teams, management, and donor review forums.

6. Monitoring and Evaluation (M&E) Support

  • Track and support performance on HIV, TB, PMTCT, and other key program areas.
  • Develop program-specific indicators and logframes for internal and donor use.
  • Contribute to evaluations, cohort analyses, and operational research activities.

7. Data Security and Confidentiality

  • Enforce data protection policies in line with CDC, PEPFAR, and national standards.
  • Maintain strict confidentiality of patient records and ensure secure access control.

8. Documentation and Audit Preparedness

  • Maintain clear records of data sources, data flow, corrections, and validation logs.
  • Support hospital readiness for CDC, MOH, and partner audits, including SIMS visits.

9. Coordination with Stakeholders

  • Collaborate with MOH officials, hospital management, CDC teams, and Implementing Partners.
  • Represent the hospital at national and regional data review meetings and donor forums.

10. Support Digital Health Innovations

  • Contribute to EMR and dashboard enhancements, health data digitization, and analytics tools.
  • Participate in testing and feedback cycles for new CDC/IP-supported digital health solutions.

Qualifications and Requirements

  • Bachelor’s Degree (A0) in Public Health, Health Informatics, Statistics, Epidemiology, or a related field. A Master’s degree is an added advantage.
  • At least 3–5 years of experience in health data management, M&E, or related field, preferably with CDC/PEPFAR-funded programs.
  • Proficiency in EMR, LIS, DHIS2, Microsoft Excel, DATIM, and data visualization tools (e.g., Power BI, Tableau).

Key Responsibilities 1. Health Data Collection & Validation Ensure complete and accurate data collection from all service points (e.g., OPD, ANC, maternity, HIV, immunization, family planning).
