General information

BACKGROUND

Rwanda has made significant strides in public health surveillance and wildlife conservation in recent years. The country's Integrated Disease Surveillance and Response (IDSR) framework has been pivotal in enhancing early detection and rapid response to public health threats among human populations. Concurrently, Rwanda has shown a commendable commitment to biodiversity conservation, particularly in protecting endangered wildlife species and their habitats.

However, despite these advancements, there remains a critical gap in integrating disease surveillance between human and wildlife populations. Infectious diseases, whether emerging or endemic, can pose substantial threats to human and animal health. The interconnectedness between human communities and wildlife habitats underscores the need for a comprehensive surveillance system that spans these domains.

Integrating electronic Integrated Disease Surveillance and Response (e-IDSR) principles into wildlife management presents a transformative opportunity for Rwanda. By leveraging digital technologies and data-driven approaches, the country can establish a unified surveillance framework that monitors human and wildlife disease dynamics. This approach enhances early detection and response capabilities and facilitates a proactive management strategy to mitigate disease outbreaks before they escalate.

Furthermore, integrating e-IDSR in wildlife aligns with Rwanda's commitment to sustainable development goals, including biodiversity conservation and public health security. It enables a holistic approach to ecosystem health, where the well-being of human populations and wildlife are mutually supported and protected. Moreover, by fostering collaboration between health officials, wildlife experts, and local communities, Rwanda can strengthen its capacity to effectively monitor zoonotic diseases and other health risks at the interface of human-wildlife interactions.

Integrating e-IDSR in wildlife in Rwanda represents a progressive step towards achieving comprehensive health surveillance and sustainable wildlife conservation. This concept note outlines this initiative's rationale, objectives, and anticipated outcomes, emphasising its transformative impact on enhancing disease surveillance and response capabilities across interconnected ecosystems.

From December 2022 to December 2023, efforts by a multisectoral initiative gathering Rwanda Biomedical Centre, Rwanda Agriculture and Animal Resources Development Board, Rwanda Development Board and Clinton Health Access Initiative and collaborating with Districts and wildlife NGOs worked on the electronic system for animal diseases surveillance. This system is based on DHS2 and was adapted from IDSR with technical support from CHAI.

The e-IDSR for animals includes human, wildlife, and domestic animal diseases, including zoonotic and non-zoonotic diseases. It uses a systematic information gathering system from the suspicion of a disease or event to its investigation, early detection and identification of the disease/event by clinical and laboratory characterisation, treatment and /or vaccination, and continual case follow-up until its termination. The system generates important information that is very important in predicting animal health issues and planning for their management and impact mitigation.

To integrate the system successfully, technical guidelines and training materials must be developed, which will be followed by training for wildlife sector personnel.

Rationale/Objective

Objectives

The objective of this workshop will be to provide the wildlife module on the existing Animal eIDSR system currently rolled out in the livestock sector, provide the wildlife sector with the necessary skills and knowledge on the use of e-IDSR: data entry, data analysis, reporting, data visualisation, dashboard creation, basic troubleshooting, and develop technical guidelines for the system.

Specific Objectives:

  • Implement digital surveillance systems to detect disease outbreaks in wildlife populations promptly, enabling rapid response measures.
  • Improve monitoring of diseases that can be transmitted between wildlife and humans (zoonoses), reducing potential health risks for both populations.
  • Facilitate seamless data sharing between wildlife authorities, public health agencies, and local communities to enhance collaborative disease surveillance efforts.
  • Build capacity among wildlife managers and health professionals in e-IDSR implementation and utilisation for effective disease management.
  • Contribute to biodiversity conservation by mitigating disease impacts on endangered species and their habitats.

Scope of work

The contractor shall provide the following work/service:

Work Package 1: Needs Assessment and Research

1. Conduct Stakeholder Interviews

  • Interview key stakeholders to understand their specific needs and expectations for the workshop.
  • Gather input from wildlife health experts, public health officials, and IT specialists.

2. Analyze Current Surveillance Systems

  • Review existing electronic disease surveillance systems used in the wildlife sector.
  • Identify strengths, weaknesses, opportunities, and threats (SWOT analysis) related to these systems.

3. Assess Training Requirements

  • Determine the skills and knowledge levels of potential participants.
  • Identify gaps in current training programs.

4. Develop Workshop Objectives

  • Define clear and measurable objectives for the workshop.
  • Align objectives with One Health principles and stakeholder needs.

Deliverables:

  • Inception report

Work Package 2: Workshop Design and Development

5. Design Workshop Curriculum

  • Develop a comprehensive curriculum that covers all necessary topics, including system use, data interpretation, and integration with human and environmental health data.
  • Incorporate One Health principles into the curriculum.

6. Create Training Materials

  • Develop training materials, including presentations, handouts, and digital resources.
  • Design interactive exercises and case studies to enhance learning.

7. Select Training Methods

  • Choose appropriate training methods, such as lectures, group discussions, hands-on sessions, and simulations.
  • Incorporate e-learning components if necessary.

8. Design Evaluation Framework

  • Develop a framework for evaluating participant progress and workshop effectiveness.
  • Create pre- and post-workshop assessments and feedback forms.

Deliverables:

  • Training curriculum, plan and agenda and workshop design

Work Package 3: Logistics and Planning

9. Identify and Secure Venue

  • Select a suitable venue for the workshop, considering factors such as accessibility and facilities.
  • Arrange necessary equipment and technology.

10. Coordinate with Trainers and Facilitators

  • Identify and recruit qualified trainers and facilitators.
  • Brief trainers on workshop objectives and content.

11. Develop Workshop Schedule

  • Create a detailed schedule, including session timings, breaks, and activities.
  • Ensure adequate time for discussions and Q&A sessions.

12. Plan for Workshop Promotion and Participant Recruitment

  • Develop a strategy for promoting the workshop to potential participants.
  • Create registration and confirmation processes.

Deliverables:

  • Workshop design and logistics, invitations and mobilisation etc

Work Package 4: Workshop Implementation

13. Conduct Pilot Workshop

  • Run a pilot session to test the workshop design and content.
  • Collect feedback and make necessary adjustments.

14. Deliver the Workshop

  • Facilitate the workshop according to the schedule.
  • Engage participants through interactive activities and discussions.

15. Provide Technical Support

  • Ensure all technical aspects run smoothly, including equipment and software.
  • Assist participants with any technical issues during the workshop.

  • E-IDSR Workshops

Work Package 5: Evaluation and Reporting

16. Collect and Analyze Feedback

  • Gather participant feedback through surveys and assessments.
  • Analyze data to evaluate the effectiveness of the workshop.

17. Compile Workshop Report

  • Prepare a comprehensive report detailing the workshop outcomes, participant feedback, and lessons learned.
  • Provide recommendations for future workshops.

18. Present Findings to Stakeholders

  • Present the report and findings to key stakeholders.
  • Discuss potential improvements and next steps.

Deliverables:

  • Data code book from E-IDSR Workshops

Work Package 6: Post-Workshop Support

19. Develop Follow-up Materials

  • Create follow-up materials and resources for participants.
  • Offer additional learning opportunities or refresher courses.

20. Establish a Support Network

  • Facilitate the creation of a network for participants to continue sharing knowledge and experiences.
  • Provide access to a platform for ongoing support and collaboration.

Deliverables:

  • Final report

The project focal person(s) will review and approve these work packages at each stage to ensure alignment with the project objectives and requirements.

Upon contract signature, the GIZ and/or its key stakeholders will assign a focal person(s) to manage this assignment day-to-day. S/he will brief the contractor and share expectations on the outcome of this assignment.

The selected contractor must complete the project within three (3) months of contract signing.

Period of assignment: from Contract signing until 28.02.2025

GIZ owns all intellectual property rights, the complete platform and database content, and all work performed under this assignment’s service contract.

Concept

In the bid, the bidder is required to show how the objectives defined are to be achieved, if applicable, under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the project management system for service provision.

Technical-methodological concept

1.1 Strategy:

1.1.1 The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender.

1.1.2 Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible.

1.4 Processes

1.4.1 The bidder is required to describe the key processes for the services for which it is responsible. In particular, the bidder is required to describe the necessary work steps.

1.6 Project management

1.6.2 Project management of the contractor

The bidder is required to explain its approach to coordination with the GIZ project. GIZ will provide one contact person for the contractor. The explanations of the bidder shall consider the following minimum standards to be met by the contractor:

  • The provision of at least one contact person for GIZ
  • The existence of substitution management
  • Daily availability by phone (on workdays)
  • The response to emails within 24 hours
  • Weekly availability for a physical or virtual meeting
  • Weekly progress reporting (verbal or written)
  • The submission of quality-assured deliverables at least three workdays before the approval is due to be made (all deliverables need approval from GIZ)
  • The selection, preparation, training and steering of the experts assigned to perform the advisory tasks.
  • The management of costs and expenditures, accounting processes, and invoices is in accordance with GIZ's requirements.

Costing requirements

The bidder is required to calculate their financial tender based on the parameters specified in the inputs. The contractor is not contractually entitled to use up the days or budget in full. The number of days and the budget will be contractually agreed as maximum limits.

The bidder must also provide an estimation of the quantity of web tools, plugins, SSL certificates, and any additional tools necessary to fulfil the project requirements outlined in the inputs.

Requirements on the format of the bid

The structure of the bid must correspond to the structure of the ToR. In particular, the detailed structure of the concept. The bid should be drawn up in English (language).
