JOB DETAILS:
The CPCIC is established under National Industrial Research and Development Agency (NIRDA) as private company owned by the Government along with its mandate and its governance structure. The Centre works to better position the country on a green economy pathway.
It aims to provide and promote cutting-edge, modern access to green technologies and business services. CPCIC ensures that all technology, processes and service choices made by the private and public sector embrace the best practices in terms of climate change resilience, circular economy and cleaner and resource efficient production.
The Cleaner Production and Climate Innovation Center (CPCIC) is a key institution promoting sustainable production and climate innovation in Rwanda. As part of its mandate, CPCIC requires highly skilled personnel to support its operations in resource mobilization, financial management, and administrative functions.
Position: FINANCE AND ADMINISTRATION SPECIALIST (1)
Reporting to the Chief Executive Officer, Finance and Administration specialist’s overall responsibilities are, but not limited to the following:
• Provide efficient overall financial management including developing and managing administrative processes and procedures, financial resources budgeting and cash management systems.
• Provide guidance and leadership in development of overall budgets, grants, and contracts for the Organization.
• Review, develop, and implement financial policies, procedures, and practices; recommend improvements to financial processes and controls as required or needed.
• Oversee preparation and timely distribution of the annual budget, long-term forecasts, and regular financial and management reports in accordance with internal and external obligations.
• Provide efficient organization and oversight of cash management processes, including liquidity management, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets on site
• Lead and Monitor staff timesheet keeping, and allocation of salary costs to Project and other budgets.
• Provide all budget holders with a monthly update on budget variance analysis, and work with them to estimate fund requests on a timely basis to ensure resources are in place for carrying out project activities.
• Coordinate Records of reconciliation and banking of all source of funds to the CPCIC accounting software
• Attend board meetings when requested by the CEO
• Ensure that the CPCIC complies with all financial regulations and laws (IASs &IFRS)
• Ensure that the CPCIC required financial report and prepared and submitted to MINECOFIN and other concerned stakeholders on time (monthly, quarterly, annually) by complying with all concerned IASs &IFRS
• Coordinate and Manage financial aspects of budget development for new proposals, monitor budget and expense trends, recommend, and implement corrective actions as required or needed.
• Lead logistic and administration team and ensure effective and smooth office operations, including security and safety of the workforce, transportation management, asset management and Information Technology.
• Manage the Internal/External and project specific audit processes.
• Initiate and coordinate together with Senior management team the recruitment/induction processes, including job advertisements, draft job offers letters and contracts and filing of such HR records
• Coordination of the CPCIC staff payroll, ensuring that salaries are paid on time by complying with statutory deductions as per RRA and RSSB guidelines and make payments of withheld payroll taxes and RSSB contributions on time to avoid fines and penalties
• Management personnel files which include contract of performance and evaluations, illnesses and other social welfare etc
• Undertake other admin tasks under the request of the CEO
Education
Bachelor’ Degree in Finance, accounting with at least CPA/CPFA/CPFM Advanced level 1and working experience of 7 years in Finance and Administration related duties
Masters’ Degree in Finance, accounting with at least CPA/CPFA/CPFM Advanced level 1and relevant experience of 5 years in Finance and Administration related duties
Required skills
• Strong knowledge of financial reporting standards and accounting principles.
• Experience in managing procurement and contract administration.
• Strong knowledge in managing budget allocations and funding from donor partners.
• Proficiency in accounting software and financial management tools.
• Fluency in English; knowledge of French and/or Kinyarwanda is an added advantage.

Terms of employment
These are a one (1) year renewable contracts based on performance and funds availability. Work station is based in Kigali, Rwanda.
