The Government of Rwanda has continued to play a big role in supporting the People with disabilities including the Deaf-Blind. Also, the government of Rwanda is increasingly supporting inclusion of persons with disabilities in all government programs through government legislation and policies. Representation of persons with disabilities in the national parliament, the establishment of the national council of persons with disabilities and the signing and ratification of the UNCRPD are some key milestones in the government’s desire for full inclusion of persons with disabilities in all government programs.
Regulatory initiatives have equally continued to be enforced by various government ministries aimed at fostering better synergies that support the better living of People with Disability where the Deaf-Blind are not exceptional. However, this is not enough as the Deaf-Blind in Rwanda still have patent challenges to be addressed emerging from the situational analysis ranging from Psycho –social and economic challenges they face as they struggle to find means of making ends meet.
ROPDB was established in November 2018 with funding from MyRight, ROPDB needs to conduct ‘’System Based Audit’’as partner organization of MyRight.
Mission: empowering persons with deaf blindness to become agent of change demand their rights and affirm their dignity as human being through Advocacy and empowerment to them towards stronger community activism.
Vision:A situation where person with Deaf Blindness accesses all rights, enjoy equally, equitable opportunities and actively participate in country development like other citizen.

Objectives of the Systems Based Audit of Partner Organisation
The main purpose of the Systems Based Audit is to assess the current level of the institutional capacity of the organization, which means; to identify the level of the organizations development, its weaknesses and to recommend measures that should be taken to further institutional development of the organization. It is expected that the System Based Audit recommendations will give the organization a clear picture of their strengths and weaknesses in order to develop their organization even more.

Specific objectives:
The specific objectives of this exercise are as follows:
1) To assess the current situation of the partner organization’s governance, management, operation and administration.
2) To identify important weaknesses that can help the partner organization to develop.
The Scope of Work for carrying out the systems based audit:
Unless otherwise stated, the time frame is one (1) year back in time for the reviews below.

Review the capacity of organizational governance:
1. Review the organization’s governance capacity:
1. Is the organization’s Vision clear and understandable?
2. Is the organization’s Mission clear and understandable?
3. Is the strategy for how to reach their vision and mission clear and understandable?
4. Is the institutional operational plan clear and include expected goals/results?
2. Review the organization’s institutional budget and if it is possible to read out different financial incomes (donors etc.) and different costs?
3. Assess the organizational governing documents and structure together with the transparency towards the organization’s members (annual meeting etc.) and identify important weaknesses in the organizational governance

Review the system for delegation and segregation of duties:
1. Review the organization’s document ferrules of procedure/delegation system
2. Review if the organization has a procedure/system for appointment of board
3. Review the organization document for segregation of duties and if it is linked to the organization’s financial management
4. Review the how the organization complies with their internal document for rules of procedure/delegation and segregation of duties
5. Review the Boards documentation and following ups of their own decisions (board meeting protocol etc.)
6. Review the organization document for “the right to sign in the organization’s name”(bank accounts/cheques, agreements etc.)
7. Assess the organization work regarding delegation and segregation of duties and identify important weaknesses

Review Organizational policies and guidelines:
1. Review if current policies and guidelines are signed or approved by board and/or Executive Director in line with internal system for decision making
2. Review if the organization has following policies/guidelines/steering documents (or similar):
1. Financial manual
2. Anti-corruption policy
3. Procurement policy
4. Human Recourse policy
3. Assess the organizational work with develop, approve, and update policies and guidelines and identify important weaknesses.

Review internal control and compliance environment:
1. Review the organization’s compliance with applicable laws/legislation/agreement terms/regulations that are set by authorities/agencies (such as donors, NGOs, Banks, National tax authority, Labor Ministry, etc.)
2. Review the organization system for ensuring compliance with above laws/legislation/agreement.
3. Review the routines for follow-up and the management of findings/comments in audit reports
4. Review if the organization has the required insurance in place
5. Assess the organization’s work with internal control and compliance and identify important weaknesses.

Review the anti-corruption system and risk management
1. Review the organization’s whistle blowing system
2. Review the organization’s documentation of detecting and preventing corruption and minimizing risks of corruption
3. Review the organization’s documentation of risk and risk management
4. Assess the organization´s polices, work and management with corruption and risk and identify important weaknesses

Review Internal system for planning, monitoring and reporting
1. Review if the organization’s strategic and operational plans are linked to their vision and mission
2. Review if institutional budget is linked to the organization’s operational plan or strategy
3. Review the organization’s system for overall PME (planning, monitoring and evaluation)
4. Review if the institutional annual report describing the development within the organization in a way that is comparable to the different goals/areas etc. that is set in the organization’s strategic and/or annual operational plan
5. Assess the organization’s system for planning, monitoring and reporting and identify important weaknesses

Review Financial system

1. Review the organization’s financial management (accounting, reporting etc.)
2. Review the organization’s following up of comments/shortcomings noted in institutional audits/project audit management letter
3. Review the organization’s system of applying of funds and control regarding use of funds when it comes to different donors
4. Review the organization’s system of budgeting, monitoring and reporting at an institutional level (consolidated budget and financial statement)
5. Review the system for making changes in approved budgets
6. Review the system/routines when staff’s time are apportioned in different projects
7. Review the system of management of payment and refund of advances to staff
8. Review theorganization strategy for sustainable and long-term budget planning
9. Assess the organization’s financial system/document, management and internal work within the financial area and identify important weaknesses
10. Asses the quality of the financial manual

Review Archiving system
1. Review the organization’s system for back-up, archive and safeguarding of accounting records and other important documents (agreements, reports, staff contracts etc.) according to donor’s conditions and national laws.
2. Assess the organizational system and work with back-up, archive and safeguarding of documents etc. and identify important weaknesses

Review the Human Resource Management (HRM):
1. Review if the HR-policy (or similar document) include;
1. procedure for reviewing of salaries and benefits
2. procedures for capacity building of staff
3. Recruitment of new staff
4. Working environment (ensuring a healthy work environment)
2. Review routines/system for staff attendance/Leave Record/Time Reporting
3. Review if the organization has a code of conduct and if it prohibits members and employees to use organizational funds for personal gain, be involved in irregularities and corruption with funds from the organization or in its name as well as sexual harassment, threats or violence when representing the organization in any circumstance
4. Assess the Human Recourse Management and identify important weaknesses

Reporting Guideline for Deliverables
• The draft report, included attached assessment sheet, along with an Executive Summary will be e-mailed by the Consultant to ROPDB, to get their feedback before finalization of the report on this Systems Based Audit.
• The organization’s management response shall respond toall findings and recommendations made by the Consultant. The response shall be merged in the respective parts of the final Systems Based Audit report.
• The Final Report shall be sent by the Consultant both as digital and hard copies. Language of the reports shall be English.
• The organization’s shall present management respond and action plan based on the findings and recommendations made by the Consultant

Two sets of hard copy of the report will be submitted to the partner organization.

Proposed timeline for carrying out the Systems Based Audit:
The final report should be sent not later than 15th of October 2022.
Expertise
Academic qualifications
• At least Master’s degree in Accounting ,Economic, Business Administration, Auditing, Finance other related field
• Strong Organizational and management skills
• Strong project management skills
• Strong leadership skills and able to coordinate multiple stakeholders
• Strong track-record of achievements organizing multi-stakeholders’ processes
• An effective English communicator, both oral and written, Kinyarwanda is an added advantage
• Experience with reporting, monitoring and evaluation skills.

Experience
• Extensive experience in Organizational capacity assessment and Capacity Development plan
• A background in disability rights for more than 10 years
• Extensive experience in carrying out Organizational capacity assessment of OPDs using variety of sources and techniques evidence based.
• Extensive experience in using Octagon toolkits and ACA
• Ability to communicate technical information to a non-technical audience
• Ability to work as a team member and collaborate with others
• Valid certificate of registration of the consultant/firm provided by RDB

Skills and competencies
• Ability to work with minimal supervision
• High level written and oral communications skills in English, Kinyarwanda and French
• Must be results oriented, a team player, exhibiting high levels of enthusiasm, tact and integrity
• Demonstrate excellent interpersonal and professional skills in interacting with development partners and persons with disability
• Skills in facilitation of stakeholder engagements/workshops
• Evidence of having undertaken similar assignments
• Experience in research, policy development, management and programming related work

The Proposal that complies with all of the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected.
Any discrepancy between the unit price and the total price shall be re-computed by UNDP, and the unit price shall prevail, and the total price shall be corrected. If the Service Provider does not accept the final price based on UNDP’s re-computation and correction of errors, its Proposal will be rejected.

No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted by UNDP after it has received the Proposal. At the time of Award of Contract or Purchase Order, UNDP reserves the right to vary (increase or decrease) the quantity of services and/or goods, by up to a maximum twenty-five per cent (25%) of the total offer, without any change in the unit price or other terms and conditions.
Any Contract or Purchase Order that will be issued as a result of this RFP shall be subject to the General Terms and Conditions attached hereto. The mere act of submission of a Proposal implies that the Service Provider accepts without question the General Terms and Conditions of UNDP, herein attached as Annex 3.

As a larger company, Muganga SACCO now offers an extensive loan portfolio. Although this creates an opportunity to serve a wider market with a variety of options, it also means putting in place strict and robust risk management mechanism to protect the company against irrecoverable financial losses. The loan products include the following:
1. Short-term loans: Up-to 2 years supported by cash repayable monthly
2. Medium-term loans: Between 25-60 months, supported by profit budget, cash flow forecast and capital expenditure budget appraisals for the term
3. Long-term loans: This is like the term for medium-term loans, but with realistic view of the business viability over the term
4. Bridging Commercial loan: Up-to 12 months for financing purchase of valued assets with assured disposal
5. Consumer Personal loans - e.g., overdraft loans, Emergency loans (8.5% interest), Scholar loans (6% interest), Vehicle loan (9% interest), Salary advance (7.5% interest): Up-to 26 Months, considering the payment capacity of the employee. Employee must have saved with Muganga for at least 6 Months
6. Business loan (7.5% interest): Up-to 5 years (60 Months)
7. Mortgage loan (13% per annum)
The change of statute to SACCO unlocks a lot of benefits including the (1) opportunity of receiving technical advice, guidelines, and supervision from the Central Bank and Rwanda Cooperative Agency, and (2) access to competitive services such as loans (salary advance loan, education loan, business loan, equipment loan, etc.), deposits, and withdrawal transactions for members. However, to be able to take full advantage of the opportunities available to SACCOs, there is a need for Muganga organizational and operational restructuring, change management, policy reforms, and staff expansion and capacity development, among others.
Regarding staff capacity development, the management has earmarked credit risk management as the immediate staff training need. While the current credit policy has elaborated some salient credit risk management approaches, their institutionalization requires building the capacities of staff to operationalize them in their daily activities and transactions.
Palladium is seeking to recruit a consultant to design and implement the credit risk management training for the staff and management of Muganga SACCO.

Objective of the Assignment:
The main objective of this assignment is for the Consultant(s) to conduct a tailored credit risk management training for the staff and management of Muganga SACCO. This will include:
• Assess staff credit risk management capacity requirements and designing a tailor-made course to meet those specific needs
• Organize capacity building training on credit risk management for the different levels of staff and management
• Design or assemble and share standard credit risk assessment and management tools for SACCOs

Expected Outputs/Deliverables:
Through this assignment, the consultant(s) is expected to produce the following deliverables:
• Inception report including the training methodology and tools
• Tailored credit risk management training manual
• Training workshop for all relevant staff
• Standard credit risk assessment and management formats and tool for SACCOs
• Final report of not more than 5 pages summarizing the key processes, highlights, lessons learnt, and recommendations from the assignment
All deliverables must be written in English.

Target Training Participants
Three main categories of people will benefit from this training:
1. Management Credit Committee (MCC) - Director General, Health of Credit Unit, Credit Analysis Officer, and Head of operations unit: Loan approval limit between 2,000,000 and 20,000,001 RWF
2. Members Elected Credit Committee (MECC) - 5 elected members by General Assembly (GA) chaired by the chairperson: Loan approval limit between 20,000,000 and 25,000,001 RWF
3. Branch Credit Committee (BCC) - Branch Manager, Credit officer, Operations officer: Loan approval limit 2,000,000 RWF and above
Note: Loans by the MECC members and their related are approved by the Board of Directors (BOD)

Timeline
This assignment is expected to be implemented within a timeline of eight (8) weeks with an estimated 20-day level of effort, starting from the date the contract is signed.
1. Share a final inception report that includes the methodology and tools - Week 1 from date of signing contract
2. Conduct Muganga SACCO credit risk management needs assessment - Week 2
3. Development of tailored credit risk management training manual - Week 4
4. Train Muganga SACCO staff and management on credit risk management - Week 5
5. Draft and share standard credit risk assessment and management formats and tool for SACCOs - Week 6
6. Share final report of not more than 5 pages summarizing the key processes, highlights, lessons learnt, and recommendations from the assignment - Week 8

Contract Type
This consultancy will be a fixed price deliverable-based contract. Acceptance of the deliverables will be determined by RIHSA’s Health Financing Director and the Muganga SACCO. Final approval of the final deliverable will be required by RIHSA’s Chief of Party.
Selection Criteria for Consultant Application Requirements
All consultants that apply for this assignment will be evaluated based on the following:
1. Demonstrated experience in conducting credit risk management/analysis training 30
