Procurement Specialist
Job description
Procurement Specialist carries the following roles and responsibilities:
• Participate in the planning and budgeting process of the Ministry;
• Prepare and submit the Ministry’s annual procurement plan.
• Prepare bid documents for review.
• Publish tenders for timely public bidding as per procurement Plan.
• Work with the user departments to follow up on the implementation of contract execution and completion.
• Prepare monthly, quarterly and annual Procurement plans implementation progress reports for the Ministry.
• Ensure achievement of unqualified audit report (clean audit).
• Ensure weekly, monthly and quarterly reports to the supervisor.
• Any other work related responsibility as assigned by the supervisor Minimum Qualifications
• Bachelor’s Degree in Procurement with three (3) years of relevant working experience, with a professional certification such as: Charted Institute of Procurement and Supply (CIPS), Certified International Procurement Professional (CIPP), Certified International Advanced Procurement Professional (CIAPP) or any other recognized procurement professional certification, Management, Accounting, Law, Public Finance, Economics or Civil Engineering with a professional certification such as: Charted Institute of Procurement and Supply (CIPS), Certified International Procurement Professional (CIPP), Certified International Advanced Procurement Professional (CIAPP) or any other recognized procurement professional certification with three (3) years of relevant working experience is eligible.

Competency and Key Technical Skills
• Knowledge of procurement techniques as well as in market practices
• Experience of working with E-government, procurement system or other procurement software
• Understanding of public procurement laws and procedures
• Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage
• Analytical skills;

Background:
The USAID/Rwanda Collaborating, Learning and Adapting (CLA) Activity, which is administered by USAID and implemented by ME&A, Inc. (ME&A), is designed to improve USAID/Rwanda’s performance monitoring, evaluation, collaboration, learning, and adapting processes to ensure the Mission effectively utilizes data in all decision-making processes. We are currently seeking qualified candidates for the position of a Driver for the CLA Activity USAID-funded project office in Rwanda.

Position Description:
Under the direct supervision of the Finance and Administration Specialist, the Driver performs driving service to staff and visitors in compliance with the safety and security procedures of USAID CLAA Activity. The position requires solid knowledge of vehicle management policies and standards, driving safety and ME&A’ s travel and safety policies.

Specific Tasks and Responsibilities:
The Driver is responsible for undertaking the following tasks and responsibilities:
• Provide transportation for the Program, staff pickup and drop off, airport collection and transport of visitors as directed by the supervisor.
• Coordinate with the F&A Specialist to follow up and execute driver planning and scheduling using Outlook Calendar or other means of scheduling as assigned.
• Keep a logbook of all vehicles use and travel and register transportation requests for the assigned locations.
• Register, deliver and distribute mail as needed, both incoming and outgoing.
• Deliver correspondence to different offices when needed.
• Follow up on IT renewal and registrations.
• Determine when and what kind of maintenance the vehicle needs, keep track of general maintenance schedules, especially car tire condition and report to Supervisor for action.
• Check oil, water, and tires properly and keep vehicles in clean condition, both inside and outside.
• Update monthly mileage records and provide data to Supervisor for monthly operations reporting.
• Ensure assigned vehicle is inspected annually and in a timely manner (control technique);
• Perform other duties as required.

Knowledge and Skills:
• Strong communication skills, both written and oral Kinyarwanda and English language skills.
• . Knowledge in mechanics
• Ability to multi-task and prioritize, with the aim of providing administrative support in an efficient manner.
• Ability to work well as part of a multi-disciplinary team in an office environment.
• Proficiency with MS Word and Excel required. Requirements and Qualifications
• Be of Rwandan nationality.
• Have a Grade 12 Certificate (secondary certificate)
• Valid Driver’s license, at least Category B - having additional categories is an asset;.
• At least Five (5) years’ experience, safe driving record
• Ability to produce incident reports and work well with staff.

Tractor Operator
Gako Meat Company Ltd is investing in an integrated beef farming project on a consolidated pastureland of 6,000 ha located in the Bugesera district, some 100 kilometers from the Capital city of Kigali. This site is well suited for beef farming and is developed with the infrastructure necessary for a large-scale beef production

The Gako Meat company is investing in three investment streams:
• Investment in beef cattle production on the 6,000 ha to upgrade the carrying capacity of the land to produce a substantially greater number of beef cattle for local markets, processing, and export. This includes an intensive breeding program that is designed to create a breeding stock that would help the company to build a competitive commercial beef cattle breed and a feedlot.
• Investment in the meat processing facility which will serve as the flagship model for value-added meat production in Rwanda; based on international best practices, to provide high-quality branded meat products for regional export markets throughout Africa and other parts of the world.
• Investment in irrigation to produce enough feed for the animals in feedlots and in the farm
To achieve the above objectives; Gako Meat Company Ltd is seeking to hire new employees in the following key positions:

Job purpose
Under the guidance of the company agronomist, the Tractor Operator’s primary responsibilities to operate tractors, drive, and control farm equipment to till soil and to plant, cultivate, and harvest crops.

Duties and responsibilities
• Driving and carrying out regular maintenance and repairs of tractors and other farm implements
• Tillage, cultivation, spraying, fertilizer application, mechanical harvest, direct seeding, transplanting
• Performing inspections of tractors and attachments like graders, rollers, and plows, and ensuring they are well-lubricated.
• Operate tractors and implements safely and effectively
• Conduct routine equipment maintenance and adjustments as needed
• Perform general farm work, as needed, including, but not limited to: Field preparation, Tillage, cultivation, spraying, fertilizer application, mechanical harvesting, direct seeding, Planting, and post-harvest handling
• Using tractors to transport materials and pull or push agricultural equipment.
• Completing minor repairs on tractor and farm equipment.
• Reporting any faults or concerns to the Farm Manager and other relevant stakeholders Desired skills and qualifications
• At least secondary level certificate/Technical school certificate
• Driving licence category F
• The ability to follow written and verbal instructions
• 3 or more years operating tractors and equipment in farming, including routine maintenance and adjustment
