Infrastructure Engineer (Senior/Tech Lead, Windows)

You will join Cloud Infrastructure and be hired based on your expertise and not for any specific team. The expertise we need are:

• Networking: You should be fluent in networking. It works better if you have a good understanding of Linux. We operate across several clouds, so you need to be familiar with advanced networking concepts in the cloud, like VPC peering and across zones, regions, site-to-site VPNs, and cloud networking.
• Kubernetes: You should have hands-on knowledge about Kubernetes cluster setup either on-premise or using cloud solutions (e.g. GKE or EKS). You should have deep knowledge of Kubernetes core components and technologies around them. Istio or operators should be familiar concepts for you.
• PostgreSQL: You should have a great understanding of SQL. You should have excellent knowledge about how PostgreSQL works. Concepts like MVCC, query planning, deadlock avoidance, and replication should be familiar. By habit, you should know the latest features of PostgreSQL. A good overview of the Postgres ecosystem is helpful.
• Windows: You should have extensive hands-on experience in Windows Server Administration (Server 2012R2 onwards), including Active directory server role installation and configuration and implementation of security group policies. Additionally, you should demonstrate competence in advanced PowerShell scripting and automation for Windows, process automation, and incident management.
• MSSQL: You should be able to manage a cluster of MSSQL databases and their replicas. You should be able to set up HA and different replication methods (including AG). You should know about active-passive and active-active monitoring and setup. You know how to assess and optimise the performance for both MSSQL and Windows servers.

We all have at least basic programming knowledge. We usually automate our tasks. You will feel more comfortable if you are also a fellow programmer. We are also familiar with SRE, DevOps, DevSecOps and FinOps concepts, with confidence in applying best practices of cloud computing on at least one of the major cloud providers. Our knowledge of Linux is excellent, and we have no issue using strace and ltrace. Shell scripting is easy for us. We know everything-is-an-fd, and we understand how containers and unshare work. After joining as our expert in one area, we will actively encourage you to expand your knowledge in other areas. We have programmes that help you to switch teams in the same department or across departments. After a few years with us, you will improve your expertise and expand your knowledge in different areas.

• Tech Lead: We know what the problem is, but we do not know the answer. We trust that you will figure out how to solve the problem. You have at least ten years of experience.
• Senior: We know the problem and the answer, and we trust you to get it done and take care of the details. You should enable other team members and plan and unblock the projects. You have at least seven years of experience.
• Junior: Someone we can trust to take care of accomplishing the tasks when the seniors manifest the details. You have at least three years of experience.
• With you, we want to tackle challenges like moving towards micro-service-based architecture, introducing the Kubernetes platform and Infrastructure as Code, increasing our automation, supporting seamless switch-over from one cloud to another across all our services whether stateful or stateless, and supporting our customers in multiple regions using different clouds. We want to do this while maintaining uptime and developing new features daily.

The electrical technician that RUGC is looking for should be able to read, interpret the electrical system design plans and recommend for improvements, as well as calibrate instruments, and diagnose faulty equipment. He/She will be supervised by the technical department and working closely with the technical department team.

Qualifications And Experience
• 2-year electrical, technical, or related degree.
• Completion of an electrical apprenticeship.
• At least 2 years' experience as an electrical technician.
• Excellent problem-solving skills.
• Good communication skills.
• Knowledge in white goods (fridge, washing machine, electrical cooker, etc )
• Experience operating hand and power tools, soldering and fault-testing equipment.

Project Engineer, Kigali Global Mayors’ Challenge
Background
The UN Secretary-General established the UN SDG Action Campaign to inspire people and organizations from all backgrounds and every part of the world to take actions to achieve the Sustainable Development Goals, while holding decision-makers to account for progress society-wide. The UN SDG Action Campaign is hosted and supported by UNDP and is based in Bonn (Germany) with a lean team that marshals rapid support for new initiatives as opportunities arise and provides partners with on-demand strategic creative services that inspire SDG action with an engaged community of activists and concerned individuals.
The UN SDG Action Campaign is working closely with cities and local governments to showcase how they are actively contributing to implement Agenda 2030, accelerating transformative action to achieve the Sustainable Development Goals for all, and everywhere. The UN SDG Action Campaign, together with the office of UNDP in Rwanda are supporting the City of Kigali to implement the Rainwater Harvesting and Smart Waste Management project in Mpazi and Busanza settlements, one of the winners of the 2021 Global Mayors Challenge.

Within this context, the UN SDG Action Campaign is seeking to recruit a Project Engineer to support the implementation of the Global Mayors Challenge in Kigali.
The project is addressing the issue of affordable water and smart waste collection in the two recently upgraded neighborhoods, one located in the informal settlement of Mpazi ravine sub-catchment area, Gitega Sector Nyarugenge District, and another in a resettlement of Busanza, populated by people who formerly lived in Kangondo, Nyarutarama.
In order to afford the high cost of water provision, while improving sanitation services, the project focus on promoting the use of rain water collected and distributed into house units, to be used as an alternative affordable water source in addition to commercial (WASAC) water provision. The project also include a new system of waste collection, directly collected from households through segregated waste bins, improving the living conditions of residents.
The project comprises interventions in the two sites located in Mpazi and Busanza and are focused on constructing rain harvesting systems and smart waste collection systems. The works will include construction of underground rain water reservoirs with its water distribution mechanism into the already identified buildings, one for each site ( Mpazi & Busanza), and also installation of seven stations of smart waste collection bins in total.
The Project Engineer will support UNDP and City of Kigali in supervising on-site construction works for the project, and will liaise with contractors and report the construction work and quality.

Duties and Responsibilities
The Project Engineer, under the supervision of Project Manager and City of Kigali, will work with the UNDP-UN SDG Action Campaign team to do the following:
• Check plans, engineering drawings and quantities for accuracy of project calculations;
• Ensure that all materials used and work performed are as per project specifications;
• Manage, monitor and interpret the contract design documents supplied by the contractor and reports provided by the supervision firms;
• Supervise day-to-day construction works of the project and report on daily basis to the project manager;
• Plan the work and efficiently organize the project construction and site facilities in order to meet agreed deadlines and providing advice to resolve any unexpected technical difficulties and other problems that may arise;
• Oversee quality control of facilities and services under implementation;
• Assess and certify contractors payment claims as well as assisting the Social Safeguard specialist and agreed community activities on technical matters.
• Advise the implementing partners on general construction management and monitoring.
• Ensure project activities are carried out in adherence to sound social and environmental safeguards as described in the ESMF.

Institutional Arrangement:
The Project Engineer will report directly to the Project Supervisor, who is managing this project in collaboration with the technical team of UNDP Rwanda and the City of Kigali.
