Introduction And Background
Rwanda Media Programme 2021-2026 is a five-year programme for capacity building and professionalization of the media in Rwanda. The programme focuses on news and newsroom production, in line with international journalistic core values of truthfulness, accuracy, objectivity, impartiality, fairness and public accountability that will have a strong gender focus. The programme is implemented with PAX PRESS in partnership with Fojo Media Institute. It is funded by Sida (Sweden) and SDC (Switzerland).
Under its outcome three, Rwanda Media Programme aims to strengthen Journalism education institutions to have increased skills concerning practical journalism, awareness of gender issues, and are better connected with the Rwandan media and the international journalism community.
Rwanda Media Programme is supporting Mount Kenya University of Rwanda (MKUR), Institut Catholique de Kabgayi(ICK), University of Rwanda in the School of Journalism and Communications (UR/SJC) and the East African University of Rwanda (EAUR) to create online newspapers that act as practical teaching platforms.
The content for these digital newspapers will be written and produced by students with support from lecturers. However, the students will need mentors who will support them with newswriting, editing. And publishing.

Objectives
The overall objective of this consultancy is to develop a mentorship program for the selected students from the four universities mentioned above who are interested in print media by giving them hands on practice and prepare them to join the media industry with enough practical skills. However, the specific objectives of this assignment:
1. To empower the students with writing, editing, and publishing skills that respond to the needs of the media market.
2. To help create and strengthen the linkage between students from the schools of journalism and the media industry.
3. To inspire an entrepreneurial spirit and innovation among journalism students.
4. To promote a sense of professional journalism among future media practitioners considering the emerging threats to media professionalism.
5. To inspire school of journalism students to practice professional journalism after graduation.
6. To help them set up their editorial team that will manage their online magazines

The Consultancy

PAX PRESS through The Rwanda Media Programme would like to recruit a consultant or a group of consultants (professional journalists or editors) and are requested to submit a proposal with a clear plan on how you will mentor a group of students from all levels of journalism classes (from first year to third year) on writing, editing and publishing for online and print newspapers and also propose expected results of the mentorship to students, Journalism universities and Media houses.

A successful consultant/s will:
1. Assist the students from each university to set up their editorial line
2. Assist the students from each university to set up their editorial teams
3. mentor the students on writing, editing, reporting, and publishing for online/print newspapers
4. Follow up on each student to know their gaps and respond accordingly

Logistics
PAX PRESS through the Rwanda Media Programme will provide all required facilitation including but not limited to meetings and training arrangements and offer administrative and logistics supports. Transport, meals, and accommodation regarding this consultancy will also be covered where applicable.

Duration Of The Consultancy
The assignment will last until December 2025 supporting different groups of students from the universities mentioned above.

Submission And Criteria For Selecting The Best Offer
Qualified Consultant/s will submit both a technical and financial Proposals. Evaluation and selection of the best consultant/s will be based on:
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. In this regard, the respective weight of the proposals is:
1. Technical Criteria weight is 70%
2. Financial Criteria weight is 30%

1 At least a bachelor’s degree in journalism field. 10
2 At least ten years of diversified professional experience as an editor in a recognized media house in Rwanda with Extensive experience in writing and editing stories for print and online newspapers, understanding of Rwanda’s Media landscape is a plus 40
3 Previous work with a journalism university as a mentor 10
5 Ability to work with minimal supervision, a high level of written and oral communications skills in Kinyarwanda, English and French. English is a MUST 20
6 Financial weight 20
Total Score Technical Score * 70% + Financial Score * 30% 100
Financial Offer
Qualified consultants will submit a financial offer for each consulting hour and for each consulting day. The RMP will provide per diem and transport if the consultancy is done outside Kigali as per PAX PRESS per diem policy. No facilitation will be provided for consultancies done within Kigali.
