Context
GIZ is a German Government-owned enterprise entrusted with executing some of the German Government’s international cooperation activities. GIZ has been operating in Rwanda for more than 40 years, where it is currently active in sustainable economic development and employment promotion, decentralisation, good governance, energy and ICT (Information and Communications Technology).
The Coffee Innovation Fund (CIF) is funded by the German Federal Ministry for Economic Cooperation (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Rwanda, Ethiopia, Kenya and Uganda.

The Coffee Innovation Fund aims to support innovative and scalable solutions to increase
profitability and market access of small-holder coffee farmers. GIZ partners with local coffee
companies and coffee cooperatives. Together with the partners we pilot innovative solutions
focusing on farming solutions, transparent and inclusive business models, and access to new
markets. Currently 5 projects that started in 2021 are being implemented, and we are kicking
off the implementation of 4 additional projects (including one with Kivubelt Coffee Ltd) that will run until March 2023.

Kivubelt Coffee Ltd was founded in 2011. It owns Coffee Washing stations and processes coffee from its own farms. The company also sources coffee from more than 500 small holder farmers in nearby communities. The company is strategically located along the Kivubelt road, a high traffic road that leads to major tourist attractions.
The CIF funded project consists of developing coffee tourism by Kivubelt Coffee Ltd. The main objective is to create alternative revenue generating stream for low-income farming households through the establishment of a coffee tourism initiative in Nyamasheke district.
GIZ is contributing to the joint project by procuring equipment and services including the establishment of coffee tourism, outlined here.

Description of assignment
The purpose of this assignment is to provide technical support to the project. The consultant shall provide the following service:
• Develop coffee tourism facilities/products including but not limited to a guided visit to a coffee plantation and washing station, a coffee shop and gift shop with improved restroom.
• Organize and conduct a study tour with Kivubelt staff and selected farmers to at least one successful and well-established coffee tourism business in Rwanda.
• Organize a site trip for tour operators and guides to visit the place and test the tour.
• Pricing and commission: calculate prices for the products which includes commission for sales to tour operators, hotels, guides, nearby conferences, stopping buses etc.
• Organize an official launch event where media, Rwanda Chamber of Tourism, district official and others are invited for an official launch.
• Provide training on coffee tourism marketing skills and storytelling to Kivubelt staff and selected farmers.
• Develop marketing and promotion tools that boost and attract tourists including a web page with a booking line address, social media account, mapping and road signposts on the site, leaflets/ flyers among others.
• Train Kivubelt Coffee Ltd staff on content creation for website and social media posts.
Subcontract a professional photographer to come and take good quality images that will be used for website and social media posts.
• Produce and distribute printed leaflets to 20 local tour operators (in Kigali, Rubavu, Karongi etc).
• Assist Kivubelt coffee ltd to secure partnerships with tour operators and sign an MoU with at least one potential tour operator.
• Conduct follow up visits to Kivubelt tourism site to assess the progress and provide additional training or advice where necessary
All training sessions and follow up visits will be conducted in Western province, Nyamasheke district where the project is implemented.
Coordination of the training sessions (including organizing and inviting participants) and attendance records management will be handled by Kivubelt Coffee Ltd.
The consultant is expected to follow the COVID-19 guidelines and restrictions of the Government of Rwanda and adapt the training format accordingly.
Deliverables

The consultant is expected to provide the below deliverables within a total number of up to 56 working days. The timeline will be agreed upon and adapted as necessary based on the needs of Kivubelt Coffee Ltd and the Covid-19 situation.

6 Provide training on coffee tourism marketing skills and storytelling to Kivubelt staff and selected farmers. Permanent Kivubelt staff and selected farmers by Kivubelt 5 September-October 2022
7 Develop marketing and promotion tools that boost and attract tourists including a website page with a booking line address, social media account, Mapping and road signposts on the site, leaflets/ flyers among others. Signposts and printing of some of the tools to be covered by the consultant September-December 2022
8 Train Kivubelt staff on content creation for website and social media posts. Permanent Kivubelt staff 4 October-November 2022
9 Subcontract a professional photographer to come and take good quality images that will be used for website and social media posts. Capture at least 50 good quality images. 5 September-December 2022
10 Produce and distribute printed leaflets to 20 local tour operators (in Kigali, Rubavu, Karongi etc). 20 tour operators. Printing cost to be covered by the consultant 4 November-December 2022
11 Assist Kivubelt coffee ltd to secure partnerships with tour operators and sign an MoU with at least one potential tour operator. Support Kivubelt in drafting the MoU 5 November-December 2022
12 Conduct follow up visits to assess the progress and provide additional training or advice where necessary. At least 3 follow up visits to Kivubelt tourism site

Data Protection

The performance of the contract may be associated with the processing of personal data by the contractor, who would alone define the nature of such data and how such processing would be carried out. In such cases, the contractor shall act as an INDEPENDENT DATA CONTROLLER and must ALONE comply with ALL applicable data protection obligations, including regional and local laws. The data protection principles such as lawfulness, purpose limitation, storage limitation, transparency, integrity and confidentiality, and accountability, as well as the numerous rights of the data subject must be paid due attention. The GDPR data transfer rules must be taken into account whenever personal data leaves the EU for a third country. In case the contractor executes the instructions of a local partner to the GIZ with regard to such processing, the partner shall be the data controller, and must ensure that such data processing is in accordance with applicable laws and standards. The GIZ will not be in any way responsible for such processing.

Reporting and timeframe of the assignment
The consultant will work closely with Kivubelt Coffee Ltd team. All official reporting will be to GIZ. All activities included in this ToR will have to be completed within up 56 days from 1st September 2022 to 28 February 2023. The consultant will submit a report (that includes the end of the training assessment report and Practical Assessment report) to GIZ within 15 days of completion of the assignment (15th February 2023).
Key characteristics of the consultant/ the consulting company
For this assignment, the following characteristics and competencies are essential:
Education: University qualification (bachelors' degree/master’s) in Tourism, Business administration, other related field.
Professional experience
• At least 3 years’ experience in tourism products development. Coffee tourism experience is an added value.
Experience in working in the region
• 3 years' experience in tourism sector in Rwanda or East African countries.
Language skills:
• Business fluency in English and Kinyarwanda.

The Expression of Interest should contain the following:
Technical Proposal:
• A cover letter expressing your interest in this assignment
• Technical proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed, clear methodology, on how will be your approach to complete the assignment (no more than 1 page).
• The Technical Proposal should also contain the CVs of the experts proposed in accordance with the terms of reference. The CVs shall not exceed 4 pages.
• Company registration certificate (RDB)
• VAT registration certificate
• Valid tax clearance certificate
• Proof of successful completion of related assignments.
Financial Proposal:
The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwandan Francs and VAT excluded.
