Terms of Reference for IT Consultant/Support
The International Gorilla Conservation Programme is a unique coalition of international conservation organizations joining forces with national and local partners to ensure the long-term survival of the now critically-endangered mountain gorillas.


1. Background
The International Gorilla Conservation Program (IGCP) is a coalition of three international conservation organizations (Fauna & Flora International, WWF and Conservation International) which was formed with the mission of securing the future for mountain gorillas. The Programme operates in the three countries that share the habitat of the mountain gorillas i.e. Democratic Republic of Congo (DRC), Rwanda and Uganda.
2. Objective The objective of the consultancy will be to maintain IT infrastructural resources in IGCP and set a well-functioning IT and applications and systems. IGCP will require the services of an IT consultant to advice, guide and assist in setting up IT structures and systems to facilitate work and enhance the work output of its staff.
3. Scope of work Specifically, the IT Consultant will support IGCP to develop and maintain the following:
• IT Use Policy
• IT Maintenance and Replacement Policy
• IT Security Policy
• IT Change Management Plan
• Disaster Prevention & Recovery Plan
1. Setup a secured and reliable Data Backup system
2. Maintain the server and larger IT Support for the Sun system financial software system, in close partnership with financial system service provider remotely located in Kampala, Uganda.
3. Ensure cyber security in the following areas:
Application security
b. Information security
c. Network security
d. Disaster recovery/business continuity planning
e. Operational security and,
4. End-user education
5. Identify and provide regular training and upgrading of skills of staff to effectively manage and use IT.
6. Monitor Network speed across all offices (4) and be able to advise management on possible solutions.
7. Maintain IGCP offices network and provide technical support service, resolving problems with end user utilization of business applications
8. Resolves end user problems with computer hardware and related peripherals (Desktops, laptops, printers and other IT equipment)

9. Responsible for all desktop housekeeping activities, including but not limited to ensuring that all software upgrades and updates are current.
10. Installs and maintains hardware and software using relevant checklists to ensure maintenance of standards. This also involves periodically updating the checklists as standards change.
11. Establish consultative relationships with all personnel, advising on the effective use of applications as well as the policy and procedural provisions for such use.
12. Provide technical advice to the Head of Finance and Administration (HFA) and the Director in decision relating to the strategic use of IT equipment and business applications.
13. Make recommendations to HFA on the acquisition of new laptops, desktop and printers technologies and the deployment of existing ones, ensuring that information technology enhances cost effectiveness.
14. Configure and maintain all telecommunication devices including but not limited to MS office applications, Routers, Access Points and PABX system.
15. Monitor the bandwidth provided by IGCP Internet service providers in respective countries and provide monthly status report on the progress and recommendations to the FAM and Director.

4.Duration: Services will be contracted for one- year period, eligible for renewal.

5.Qualifications and experience required
The Consultant must be a registered entity in Rwanda and will have a portfolio of organization clients for at least 5 years. Personnel should possess the following qualifications and skills:
• A degree in Computer Science or related field.
• Ability to mentor staff and facilitate learning by doing;
• Experience in dealing with INGOs and similar projects.
• Ability to communicate in English (required), French, Kinyarwanda and Kiswahili will be an added advantage.
6. Submission of proposals. Qualified and interested firms should submit a cover letter along with a technical and financial proposal addressed to, with procurement@igcp.org and copy tuwizeyimana@igcp.org, no later than December 22, 2022 at 5PM. Financial proposals should include TIN number, and clearly stipulate tax according to the laws of the Republic of Rwanda.
