Right To Play International is requesting a formal proposal for your professional services regarding annual audit services of the funds managed by Right To Play – Rwanda for the Period From 01/01/2021 to 12/31/2021

Background:
Right To Play is a global organization committed to protect, educate and empower children and youth to rise above adversity. Established in 2000, Right To Play has pioneered a unique play-based approach to learning and development which focuses on quality education, life skills, health, gender equality, child protection and building peaceful communities. With programming in over 22 countries, Right To Play transforms the lives of more than two million children yearly, using play and sports, both inside and outside of the classroom. The organization headquarter is in Toronto, Canada and has operations in North America, Europe, Middle East, Africa and Asia.

Objectives of the Assignment
The main objective of the audit is to enable Auditors to express a professional opinion on the organisation’s financial position and on the statement of cash flows for the financial period 1st. Jan 2021 – 31st Dec 2021. The audit should also enable the Auditors to give an opinion on compliance with the provisions of the RRA Law on Income Tax, the RGB Regulations and other applicable laws and regulations.

Scope of Work
The audit of Right to Play Rwanda for the financial period 1st January 2021 – 31st December 2021 is not limited in scope but shall be carried out in accordance with International Standards on Auditing promulgated by the International Federation of Accountants (IFAC) and shall include such test and controls as the Auditors consider necessary under the circumstances.
In order to fulfill the above objectives, the Auditors will pay particular attention to the following:
• Review the cash books, general ledger and the subsidiary ledgers in order to determine whether proper records/books of account have consistently been prepared in accordance with the organization’s accountability guidelines and in accordance with International Financial Reporting Standards (IFRS);
• Evaluate whether the organization has put in place adequate internal controls both financial and operational;
• Review the procedures used to control the funds, including their channeling to Right to Play Rwanda’s contracted financial institutions. Review the bank accounts, bank reconciliation statements and the controls on those bank accounts. Perform positive confirmation of balances, as necessary.
• Review of Tax declaration (PAYEE and RSSB) for local and international staff per Rwandan statutory law
• Review the expenditure records for payments on account of salaries, casual wages and other emoluments and ensure correct rates are used and the payroll has been correctly computed and the same has been properly checked and approved.
• Examine and verify fixed asset additions and disposals during the year, including the computations and adequacy of the provision for depreciation and other impairments, and ascertain whether the fixed assets are fairly stated. Verify ownership and existence of fixed assets on a sample basis, trace to the fixed asset register or listings and ensure that the same are properly tagged and maintained.
• Review whether all necessary supporting documents, records and accounts have been kept in respect of all the organization’s activities.
• Examine and verify whether long term liabilities, current assets, related party balances and other liabilities have been accurately recorded, legitimate and are represented by their intrinsic value;
• Review accruals, provisions and contingent liabilities, including the cut-off procedures and fair statement.
• Review and ensure that Right to Play Rwanda’s financial statements as prepared by the management are complete, accurate, timely, reliable and legitimate as relates to the incomes and expenditures, and that the same have been prepared in accordance with consistently applied International Financial Reporting Standards and give a true and fair view of organization’s financial position of the at the end of the financial period under review and of resources and expenditures for the year ended on that date; Support in preparation of the same where applicable.

Outputs/Deliverables
The Auditors will prepare and submit the Final Audit Report in Rwanda Francs to Right to Play Rwanda within 3 weeks, (21) days of signing the contract. The Financial Statements for the year ended on 31st December 2021 will contain at least the following:
• A summary of funds received and funds generated internally from Right to Play’s various activities or units;
• A Statement of Comprehensive Income, summarizing the incomes and expenditures under the main account headings and by main categories and budget lines;
• A Statement of Financial Position showing accumulated funds, fund balances, other assets and liabilities, and notes to the financial statements.
• A professional opinion on the organisation’s fund accountability statement for the period ending 31st December 2021
• Management Letter highlighting any significant weaknesses in the system of internal control and problem areas in accounting and custody of operating assets which should be immediately communicated to senior management.
• Giving confidence in the level of risk the organisation has in relation to taxation
• Support on the 2021 tax return filling process

Auditor’s Qualifications
• The Auditor(s) must have undertaken similar works in Rwanda and should have the following competencies:
• Licensed to practice by the Institute of Certified Public Accountants of Rwanda (ICPAR).
• Audit experience of not-for-profit organizations/NGOs and issues of complex multi-currency transactions and currency translations.
• Accepted by RRA to certify financial statement
• The team leader in the field should have the necessary qualifications, competencies and experience to deliver a quality audit.

Audit Report:
The auditors shall submit to the auditee one Adobe Acrobat® (*.pdf) file containing the scanned image of the draft audit report in English by March 20th, 2022 and once they are approved by Right To Play a final report should be issued.
The auditor is expected to present two types of reports: An opinion on the Financial Statements prepared by the Management of Right To Play and a Management Letter.

Period of Performance:
The period of performance for this Audit is for one month from the audit contract date.

Payment:
Audit fees will be paid in installments where 50% of the amount at submission of the draft audit report and final 50% once the audit is completed and the final audit report is received.

Bidders must meet the following criteria:
• Bidder’s confirmation of compliance with the Anti-Bribery and Corruption Policy, Child Safeguarding Policy.
The bidders MUST provide the following document evidencing eligibility;
• Copy of certificate of incorporation or registration
• Copy of valid trading license 2021
• Copy of certificate of e-tax registration or evidence of tax registration with RRA
• E-Tax clearance certificate for the period FY2021

This RFP in no way obligates Right To Play to award a contract, nor does it commit Right To Play to pay any costs incurred in the preparation and submission of the proposal.
Data and Facilities to be provided by the Client
Right to Play Rwanda will provide the Auditors with office space during the field audit and also ensure full access to the organization’s and project records and documents, contract documents, books of account, correspondences and any other relevant information for the year under review.
