Real estate valuation firm or an independent appraiser approved by the BNR. The approval certificate issued by the BNR must be included in the offer.

  1. Award criteria

The most economically advantageous offer, in compliance with the standards required for real estate valuation, experience in the field.

  1. Objective of the evaluation

The main objective of this assessment is to determine the current market value of plots located in Batsinda (UPI: 1/02/10/03/1475; 1/02/10/03/8509) and Kiyovu (UPI: 1/ 01/09/03/968; 1/01/09/03/969; 1/01/09/03/970; 1/01/09/03/971; 1/01/09/03/972; 1/ 01/09/03/973). This assessment will serve as a basis for various decisions, including selling the plots, obtaining financing, or other real estate transactions.

  1. Scope of assessment

The evaluation of these plots must include the following elements:

  • Identification of parcels, including its size, precise geographic location, zoning, and environmental characteristics.
  • Analysis of the local real estate market to determine the demand and supply of similar land in the area.
  • Inspection of the parcel to assess its current condition, including existing infrastructure, improvements, possible constraints, and development possibilities.
  • Comparison with similar plots recently sold in the area to establish a basis for comparison.
  • Use of appropriate valuation methods, such as the comparison method, the cost method, and the income method if applicable.
  • Consideration of local regulations and building permits required for development.
  1. Methodology :

The appraiser must follow a standard methodology for real estate valuation, complying with current professional standards.

  1. Duration of the mission

Bids will indicate the time required to complete this work which will be taken into account when evaluating bids.

  1. Experience

Present in the offer at least five certificates of execution of similar missions.

  1. Submission date for submissions

The technical and financial offers in a sealed envelope will be submitted to the Belgian School of Kigali no later than 09/18/2023 at 12:00 p.m.

  1. Rapport final

The final evaluation report should include the following elements:

  • Complete identification of these plots
  • Methodology used for the evaluation.
  • Detailed assessment results, including the estimated market value of these parcels.
  • All assumptions and data used in the valuation process.
  • Recommendations, if any, for improving the value of these parcels or other actions to be taken.
  1. Confidentiality :

All information collected as part of this evaluation must be treated with the utmost confidentiality.

  1. Submission template

Envelope under closed cover at the reception of the Belgian School of Kigali in Gisozi, with the following mention:

“Establishment Director, Offer for the evaluation of Batsinda and Kiyovu plots”

The envelope must contain the technical offer and the financial offer.
