Rwanda Civil Society Platform (RCSP) is a non-profit making umbrella organization that was created in 2004 with the objective to set up a platform for information sharing, consultation and advocacy among CSOs and their partners. RCSP is composed of 9 national umbrella organizations with more than 500 members. The mission of RCSP is to act as a framework of exchange, strengthening solidarity and the capacity of its members, to be the people’s voice and defend the public interests and interests of its members at national, regional and international levels

RCSP, with the support of Trocaire, through the Women’s Empowerment Programme and in line with its core business of advocating for public interests, wishes to recruit a highly motivated candidate to fill the current vacant position in Project Coordination and advocacy:
Position Title: Project Coordinator

JOB PURPOSE
The Project Coordinator will have the responsibilities of carrying out a gender analysis for key identified public policies, coordinate gender mainstreaming activities, enhancing the role of women in planning and budgeting processes and support RCSP to follow up National Gender Policy Implementation at different levels.
Duties and Responsibilities
Under the supervision of Rwanda Civil Society Platform Executive Secretary, the Project Coordinator will undertake the following duties and responsibilities;

  • Elaborate a clear strategy and work plan for supporting in engendering key public policies especially those that affect women
  • Support RCSP to identify and advise on gender issues in the key policy priorities
  • Support monitoring, evaluation, learning and reporting on Gender mainstreaming and advancement
  • Support RCSP to build coalitions and coordinate activities related to carrying out gender advocacy and implementation of Gender Responsive Budgeting (GRB/GBS).
  • Represent RCSP in Gender related other National level meetings relevant to
    Public policies and others as may be required.
  • Provide monthly reports to RCSP Executive Secretary on key public policyevents and ensure that RCSP takes lead on issues related to Gender and women empowerment
  • Support RCSP on key developments within the National Gender Policy Context
  • Work closely with MIGEPROF, Gender Monitoring Office and other relevant partners in establishing Gender- disaggregated data-base that can inform public policy decision making processes.
  • To be a focal point within RCSP on gender related issues in public policy in general and in Women Empowerment project in particular.
  • Collaborate and working closely with Trocaire Programme for Women Empowerment and other partners implementing gender mainstreaming programmes.
  • Perform other tasks as shall be advised by the Executive Secreatary of Rwanda Civil Society Platform.
    QUALIFICATIONS
  • Degree in Gender, Development Studies, Public Policy, Management and Administration, Project Management, Economics or any other related field with five years of experience.
  • Master Degree with 3 progressive experience in Public Policy engagement and advocacy in gender issues would be an advantage.
  • Strong understanding of the Rwandan Public Policy context.
  • Strong planning and facilitation skills;
  • Knowledge on the planning and budgeting cycle in Rwanda
  • Strong understanding of Gender Responsive Budgeting/ Gender Budget Statement is preferred
  • Prior experience of working closely with Civil Society organizations and International NGOs is an added advantage
  • Experience and knowledge of regional and international Policy issues relevant to civil society.
  • Experience in Networking, building coalitions, lobbying and advocacy especially for gender related issues.
  • Strong understanding of national and international Framework on gender equality and women empowerment.
  • Understanding of Human rights based approach is preferred
  • Fluency in English and Kinyarwanda. Knowledge of French is an added advantage.
  • Excellent communicator orally and in writing.
  • Innovative, self –driven and team player
  • Strategic thinker, a good leader, organizer and manager
  • Focuses on impact and results and responds positively to feedback
  • Computer literate
