JOB DETAILS:
Job summary
The job holder coordinates and manages the Mastercard Foundation funded Value-added Initiative to Boost Employment (VIBE) as part of the Rwanda Country Programme team. S/he works with the Portfolio Director and the Programme Manager, to ensure that the VIBE programme applies best project management practices.
She/he will participate in the annual work planning cycle with technical teams and consolidate all project plans according to Mastercard Foundation guidelines. In addition, the VIBE Programme manager will participate in and support project implementation, consolidate quarterly and annual reports, and ensure timely responses to other requests for information from the Mastercard Foundation.

Roles and responsibilities
Programme management
• Supports and coordinates the VIBE annual work planning process in collaboration with TMA, Consortium and Implementing partners technical teams and aggregates all input into a comprehensive plan.
• Ensures that all VIBE projects comply with the TMA programme and project cycle management guidelines, including robust project plans, high-quality reporting, and adherence to governance mechanisms.
• Facilitates programme implementation and interfaces with project teams, partners, and grantees, as necessary, to support quality PCM components.
• Monitors, evaluates, and analyses the implementation of the VIBE programme, closely working with project teams to engage with and support grantees, and contractors, as required, on the results and outcomes.
• Coordinate with International Trade Center (ITC) project teams to align project progress and financial reporting.
• Coordinates with all teams involved in VIBE to derive estimated activity costs and helps to rationalize and aggregate project budgets.
• Coordinates with project teams to develop a detailed mobilisation plan and a comprehensive procurement pipeline for the VIBE programme.
• Works with TMA and ITC teams including the TMA results team in PDH and the impact team to develop, review, update and maintain the VIBE Activity Monitoring, Evaluation and Learning Plan (AMELP) in collaboration with project teams.
• Works with project teams, research and communications units to develop and maintain branding and marking, communication, collaboration, learning and adaptive management plans, record and disseminate these across teams, and the Mastercard Foundation team
• Facilitates strong project-level linkages and supports regular engagement and communication within VIBE objective areas and between VIBE and other TMA programmes to create synergy and avoid duplication.
• Maintains updated VIBE programme information and provides progress updates, including drafting talking points and highlights for the VIBE programme team and liaising with the communication team to meet Mastercard Foundation requirements, including ad hoc information requests.
• Maintains an intimate knowledge of program objectives, accomplishments, and development impacts to synthesise in writing or in briefs upon demand, especially for meetings, speeches, background papers, and other Mastercard Foundation reporting requirements.
• In collaboration with the programme budgeting and financial reporting teams from TMA and ITC, tracks the VIBE programme budget and expenditure and closely monitors budget components, including obligations and budget ceilings per Mastercard Foundation budget guidelines.
- Manages the quarterly and annual reporting cycle, aligned to the Mastercard Foundation calendar, and ensures the VIBE programme adherence to TMA reporting timelines and structures.
- Evaluate the VIBE programme risks, develop risk mitigation strategies, and ensures that VIBE project risk plans are comprehensive and regularly updated.
- Manages relationships and communicates with internal and external stakeholders including donors, partners and service providers and clearly articulates project and programme scope, timeline, budget, risks and deliverables.
- Understands funding sources for projects, the implementation timelines agreed with funders , monitors implementation and delivery to ensure that projects are within budget, scope and time. Where changes occur, clearly documents and ensures that relevant internal (portfolio director, technical lead, SLMT leads) and external stakeholders (donors, partners) are informed.
- Ensures compliance with grant management procedures and guidelines including appraisal, selection, implementation, reporting, closure, and hands-on involvement, management and execution.

Programme coordination and administration
- Plans and coordinates with Mastercard Foundation and VIBE programme teams project site visits and stakeholder engagement activities to ensure donor access and interaction with partners and beneficiaries.
- Works closely with the research team to ensure continuous data collection across the VIBE thematic areas and links the information from research to improve project quality, depth and results.
- Collaborates with the VIBE programme teams to plan and execute key external activities such as roundtable discussions, learning workshops, and networking events, including with partners and beneficiaries.
- Monitors the VIBE programme's compliance with all conditions stipulated in the Mastercard Foundation and TMA’s service contract, and other emerging regulations and requirements.
- Ensures that the VIBE programme complies with TMA project approval requirements, budget revisions and reallocations in line with TMA and Mastercard Foundation policies.
- Works with the Finance team in Corporate Resources to prepare for and manage annual audits of the VIBE programme in line with Mastercard Foundation requirements.
- Works with procurement team in PDH to maintain audit ready files and procurement documents such as scopes of work, terms of reference, contracts, and grant agreements.
- Undertakes other required duties in support of the VIBE programme, and the TMA programme portfolio, as necessary.

Corporate Level Responsibilities

- Seek to identify, understand, and escalate risk events/incidents/ issues on a timely basis focusing on fixing root-causes and taking ownership of identified mitigating actions.
- Complete all relevant mandatory trainings within the stipulated timelines.

- Contributes to the development/revision of tools and procedures to document and share knowledge, incentivise staff/teams and enforce compliance and standards.
- Ensure inclusion of gender-sensitive /responsive indicators to track progress towards gender integration in all projects.
- Participate in regular informal and formal reflection, knowledge sharing and learning events.
- Document lessons learned and best practices for knowledge sharing and learning.

Corporate Resources
- Promote and adhere to TMA’s core values and ensure compliance with organisational policies and procedures.
- Maintain zero tolerance to bribery, fraud, and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMA’s reputation.
- Any other related responsibilities that may be assigned by the line manager from time to time.

Communication
- Collaborate with communication unit to shape and monitor the programmes communication plan in line with TMA’s Corporate Communication Strategy and business plan, and visibility commitments to funding agencies.
- Effectively communicate programme progress and results to internal and external stakeholders and support in delivery of high-quality outputs to ensure that TMA’s mission and vision are well communicated to investors and stakeholders, and that TMA’s work motivates and inspires donors, implementing partners and other stakeholders.
- Work closely with other functions including the Corporate Affairs and Fundraising, Results and Impact, CEO’s office, Regional Outcome areas to ensure that external communications are developed with maximum impact and delivered against the results calendar and corporate strategy guiding work across the programme area and the organisation.
Trade Catalyst Africa:
• When called upon, provide support to TradeMark Africa's wholly owned subsidiary, Trade Catalyst Africa, as would be communicated by your line manager. When this happens, the specific task(s) will be reflected in your OKR and assigned to a relevant task(s) manager.

Organisational positioning
Academic and professional qualifications
• Undergraduate or postgraduate in business administration or social sciences degree from a recognised
university.
• Professional qualifications in Project Management or M&E will be an added advantage.
Work experience For undergraduate degree holders, at least seven years’ work experience related to project management, monitoring and evaluation and knowledge management in development programmes OR at least five years’ work experience for post-graduate degree holders.

Technical skills and behavioural competencies
• Comprehensive knowledge of Project Cycle Management and Results Based Measurement.
• Good understanding of Donor project implementation approaches.
• Strong financial management skills including the understanding of financial reporting, budgeting, and expenditure forecasting.
• Good understanding of procurement cycle management and contract management and project risk management.
• Experience in donor reporting.
• Teamwork, inter-personal and stakeholder management skills with the ability to develop strong internal and external working relationships.
• Strong planning and organising skills, ability to prioritise, pay attention to detail and work with minimum supervision.
• Proficiency in MS Office applications.

Risks associated with the position
• The post is Linked to Mastercard Foundation funded Value-added Initiative to Boost Employment (VIBE) and is therefore subject to funding availability.
• The position holder will work closely with vulnerable groups including young women, people with disabilities and Refugees hence exposing the holder to social safeguarding risk.
