1. Background, context, and justification
In a bid to ensure that the National revenues benefit the Rwandan men and women, boys and girls, through planning, budgeting, and implementation processes, the Government of Rwanda initiated the Gender Responsive Budgeting program (GRB) since 2003 aimed at narrowing the gender gaps through budget allocation and spending across sectors to be able to respond to the needs of women and men, girls and boys equitably. In 2013, Organic Law No. 12/2013/OL/ of 12/09/2013 on state finances and property was enacted to govern the implementation of the GRB program. This further re-affirmed the Government’s commitment to advance gender accountability through financing for gender equality. In articles 4, 32, and 68 of the aforementioned law, all budget agencies are required to respect gender principles, prepare Gender Budget Statement (GBS) which is a tool through which the GRB is to be implemented and report its implementation respectively. The objective is to ensure that state resources are allocated equitably to address the strategic and practical needs of women and men, girls and boys.
Auditing GBS implementation re-enforces RCSP and partners advocacy efforts to enhance accountability to gender equality at different levels including decentralized levels with a focus on aligning GBS with performance contracts- Imihigo, especially in the Southern Province.
It is against this background that Rwanda Civil Society Platform, in close collaboration with GMO, wishes to hire a consultant or a consulting firm to provide technical assistance in the coordination and reporting of the GBS field audit at decentralized levels, particularly in Southern Province and the City of Kigali. The GBS audit in addition will be conducted in line with the Gender Accountability Program (GAP) being implemented by GMO in collaboration with other stakeholders aimed at positioning gender accountability in planning, budgeting, implementation, and evaluation processes at decentralized levels.
2. Objectives of the consultancy

2.1 General Objective
The overall aim of the assignment is to conduct an audit of 2020-2021 GBS implementation and assess the transformative impact 2022-2023 GBS plans will bring about and provide advice based on each institutional potentialities and opportunity in Southern Province and the City of Kigali.
2.2. Specific objectives
From a specific point of view, the consultancy aims at:
1. Conducting a comprehensive audit for 2020-2021 districts' GBS implementation to assess the extent to which GBS interventions impacted the lives of men and women in the different communities.
2. Assess and document the implementation progress of 2021-2022 GBS plans and budget expenditures and any encountered challenges.
3. Establish and document the alignment of GBS as a planning tool with other planning and accountability tools like DDS, action plans, and performance contracts used by districts in Southern Province and the City of Kigali.
4. Document achievements, good practices, and highlight gaps in GBS implementation at decentralized levels with a focus on the Southern Province districts and City of Kigali to re-enforce RCSP and GMO’s advocacy on institutionalizing gender accountability at decentralized levels.
5. Assess the transformative nature of 2022-2023 GBS plan interventions and provide advice based on each District's potentialities and opportunities.

3. Scope of the assignment
This Consultancy will focus on GBS audit for 2020-2021 implementation, the progress of 2021-2022 GBS plans, and analyzing the transformative nature of interventions in 2022-2023 GBS plans for Districts in Southern Province and the City of Kigali. The audit should take into consideration the alignment of GBS with other audited institutional planning and accountability mechanisms including performance contracts-Imihigo.
4. Tasks to be accomplished
The consultant or consulting firm will undertake the following tasks:
• Prepare an inception report defining the rationale of the assignment, clear methodological approaches to be used in establishing the alignment of GBS to district planning and accountability mechanisms, and the work plan for the activity.
• Conduct desk review of 2020-2021 GBS implementation reports from Districts from Southern Province and the City of Kigali to advise on the interventions for which the audit will be conducted.
• Facilitate briefing and debriefing sessions with the audited institutions’ leadership.
• Develop audit and monitoring tools and train RCSP and GMO as well as partner staff on the same tools.
• Lead the coordination of the audit exercise and produce quality reports on findings from the audited budget agencies at a decentralized level, particularly in Southern Province and the City of Kigali.
• Produce each audited institution’s field audit report.
• Produce the final consolidated provincial audit report and PowerPoint presentation on general findings for the meeting between RCSP, GMO, partners, and southern province leadership including Mayors. The consultant or consulting firm will also present the findings during the forum.
• Conduct analysis on the transformative impact of 2022-2023 GBS plans based on each District and CoK opportunities and potentialities and produce both individual district and consolidated summary of findings at the provincial level.

6. Deliverables
• Impact of 2020-2021 GBS implementation on the lives of men and women in the various communities assessed.
• Implementation progress of 2021-2022 GBS plans and budget expenditures and any encountered challenges assessed and documented.
• Achievements, good practices, and gaps in GBS implementation at decentralized levels with a focus on the Southern Province districts and the City of Kigali highlighted and documented.
• Institutionalization of gender accountability and alignment of gender budget statements with other planning and accountability tools including Imihigo in Southern Province and CoK enhanced;
• 2022-2023 GBS plans for Southern Province Districts and City of Kigali analyzed and assessed for relevance in transforming the lives of men and women in the different communities and advice provided;
• Concrete recommendations and actions for GBS implementation improvement in Southern Province and CoK derived.
6. Timing
The duration of the assignment is 3 months from the date of contract signing.
7. Profile required

The individual Consultant or consulting firm competing for this assignment must be familiar with gender-responsive budgeting program with proven experience in consulting in this area. Particularly, the following will be taken into consideration:
• Master’s degree in Law, Social Sciences, International Development, Gender, and Development Studies or other relevant disciplines for this assignment;
• Extensive experience in terms of Rwandan policy or position on gender equality and women’s empowerment;
• Minimum of 5 years relevant work experience in research or consulting in gender and budgeting at national, regional, or international levels;
• Ability to work under minimum supervision while maintaining high-level collaboration spirit;
• Demonstrated knowledge of national, regional, international gender commitments, policy, and legal frameworks;
• Proven past experience assessing the implementation of Gender Budget Statements is an added value;
• The consultant should have proven experience in developing reliable/sustainable instruments used to measure changes/progress in different sectors.
