About horex
Horizon of Excellence (HOREX) Ltd is a professional center created in 2011 to accommodate people from different fields to improve their professional competences, do research, and consulting activities. Through its Career development program (CDP), HOREX Ltd is involved in adult education activities requiring more advanced professional, scientific and technical skills. Currently, CDP offers three level professional certificates in Monitoring, Evaluation and Learning (MEL). Those are: MEL Professional (MEL level I) for beginners, Advanced MEL Professional (MEL Level II) for intermediate, and Evaluation Researcher (MEL Level III) for advanced learners.
The MEL certification offered by Horizon of Excellence aims at putting in place a knowledgeable and professional team capable to undertake robust evaluation assignments, through:
• Improving skills in project design and management with more focus on monitoring, evaluation and learning (MEL).
• Building rigorous research and analytical hands-on capacities related to socio-program evaluation
• Improving opportunities of young professional to get the desired jobs in the East African Community and elsewhere in the world through advanced level of certification.
To achieve this, MEL CDP has adopted an operational strategy to formally include in its organization structure different teams made of Rwandan and foreign MEL experts with a diverse knowledge, exposure and experience in quantitative and qualitative methods. They include MEL CDP Management team, Training Advisory Board (TAB), Curriculum & Exam Development (CED) Board, and Authorized Training Consultants (ATC).
About the call for registration
HOREX LTD is informing the public that, after COVID-19 pandemic, it has resumed its professional training activities with a revised career development program of Monitoring, Evaluation and Learning. This program will allow learners to choose a convenient learning style (instructor-led or self-learning) and:
• Courses will be organized in three professional certification levels: MEL professional, Advanced MEL professional and Evaluation researcher.
• Any one already involved in M&E or aspiring to work as an M&E professional can join. In addition, a 3 or 4 year-undergraduate student will be allowed to join the program but will be graduated after presenting an undergraduate Degree
• Placement test will be organized to admit candidates to each level.
• Certification will be based on a successful acquisition of 9 skills and knowledge from 7 course modules as tested during regular exams organized by the Independent Curriculum & Exam Development (CED) Board. Who should join mel cdp?
MEL CDP welcomes everyone: students, graduates, employed & self- employed people who aspire to:
• advance his or her career in M&E/MEL as a certified professional,
• learn how to integrate data science in M&E/MEL practices,
• connect different IT ecosystems to store and process big data into interactive dashboards,
• become experts in evaluating impacts and performances, cost-benefit analysis, cost-effectiveness analysis, creating performance indexes
• be linked to prospective employers and practitioners through career fairs, seminars, recommendation, and internships
Competences required for course registration
• at least 3 years of undergraduate studies in any field
• being already involved in M&E or aspiring to work as an M&E professional
